1.Call to Order

Mayor Thoms called the meeting to order at 6:45 p.m.

2. Roll Call

Mayor Thoms asked the City Clerk to call the roll.

Present: Mayor Mike Thoms, Alderman Dave Geenen, Alderman Ivory D. Clark, Alderman Virgil J. Mayberry, Alderman James Spurgetis, Alderman Stephen L. Tollenaer, and Alderman Dylan Parker

Absent: Alderman Joshua Schipp

Staff: City Manager Randy Tweet, City Attorney Dave Morrison, City Clerk Judith Gilbert, and other City staff

3. Pledge of Allegiance

Mayor Thoms led in the saying of the Pledge of Allegiance.

4. Moment of Silence

Mayor Thoms asked for a moment of silence.

5. Minutes of the November 6, 2017 meeting.

Motion:

Alderman Clark moved to approve the Minutes as printed; Alderman Spurgetis seconded.

Vote:

Motion passed on a 6-0-1 voice vote. Aye: Geenen, Clark, Mayberry, Spurgetis, Tollenaer, and Parker. Nay: None. Absent: Schipp.

6. Minutes of the Executive Session of November 6, 2017.

Motion:

Alderman Spurgetis moved to approve the Executive Session minutes; Alderman Clark seconded.

Vote:

Motion passed on a 6-0-1 voice vote. Aye: Geenen, Clark, Mayberry, Spurgetis, Tollenaer, and Parker. Nay: None. Absent: Schipp.

7. Update Rock Island by Mayor Thoms

Community Crime Prevention Partnership Meeting – Please join the City of Rock Island Police Department on Wednesday, November 15, 2017 for their monthly crime prevention meeting. This month’s topic will focus on introducing Nicholas Pauley; the Elderly Service Officer. These educational meetings are intended to strengthen the partnerships with the citizens of Rock Island and the Police Department. Meeting is scheduled to start at 6:00 p.m. at the Community Room of the Police Department at 1212 5th Avenue in Rock Island.

28th Annual Thanksgiving Dinner – The Martin Luther King Jr. Community Center is delighted to invite Quad City citizens to its Thanksgiving Holiday dinner on Sunday, November 19, 2017. Come out to enjoy a free hot holiday meal and mingle with family and friends from 11:00 a.m. to 3:00 p.m. at the King Center, located at 630 9th Street in Rock Island. Delivery dinners to residential facilities will be done on Saturday, November 18. Please call (309) 732-2999 for more information.

Free Leaf Bag Collection - The City of Rock Island is continuing free leaf collection for its residential refuse customers now through Friday, December 1, 2017. Customers must place the leaves in the approved paper yard waste bags and be placed at the normal refuse collection locations and days. Free leaf bags may be picked up at various locations throughout the City. Please visit WWW.RIGOV.ORG for more information.

8. A Special Ordinance establishing a handicapped parking space at 2837 9th Avenue.

Motion:

Alderman Parker moved to consider, suspend the rules, and pass the ordinance; Alderman Tollenaer seconded.

Vote:

Motion passed on a 6-0-1 roll call vote. Aye: Geenen, Clark, Mayberry, Spurgetis, Tollenaer, and Parker. Nay: None. Absent: Schipp.

9. Claims

a. Report from the Public Works Department regarding payment #1 in the amount of $49,158.63 to Centennial Contractors of the Quad Cities Inc. of Moline, IL for the 2017 Brick Street Repair Program for services provided from July 8, 2017 through August 25, 2017.

b. Report from the Public Works Department regarding payment #1 and final in the amount of $42,026.18 to Valley Construction of Rock Island, IL for the Southwest Rock Island PRV Replacement Project for services provided from August 1, 2017 through August 7, 2017.

c. Report from the Public Works Department regarding payment #2 in the amount of $441,716.27 to Langman Construction of Rock Island, IL for the Outfall 006 Basin Separation Project for services provided from September 21, 2017 through October 21, 2017.

Motion:

Alderman Clark moved to accept the reports and authorize payments for Claims items a through c as recommended; Alderman Mayberry seconded.

Motion passed on a 6-0-1 roll call vote. Aye: Geenen, Clark, Mayberry, Spurgetis, Tollenaer, and Parker. Nay: None. Absent: Schipp.

10. Claims for the week of November 3 through November 9 in the amount of $1,008,620.78 and payroll for the weeks of October 23 through November 5 in the amount of $1,455,672.06.

Motion:

Alderman Spurgetis moved to allow the claims and payroll; Alderman Clark seconded.

Vote:

Motion passed on a 6-0-1 roll call vote. Aye: Geenen, Clark, Mayberry, Spurgetis, Tollenaer, and Parker. Nay: None. Absent: Schipp.

11. Report from General Administration regarding a Special Ordinance amending Chapter 2, Article II, Section 2-32 of the Code of Ordinances as it relates to regular meeting dates of the City Council.

Motion:

Alderman Clark moved to consider, suspend the rules, and pass the ordinance; Alderman Geenen seconded.

Alderman Mayberry asked Mayor Thoms to explain what the ordinance was about. Mayor Thoms said the City Council regular meeting schedule is being changed to the second and fourth Mondays of the month with the exception if the fourth Monday falls on a legal holiday, the meeting will be held on the third Monday. This will be the case during a couple of months in 2018 (May and December). Alderman Tollenaer added that Council will need to be prepared if an emergency meeting is necessary and will need to be available. There will be proper notification of any special meetings. Mayor Thoms said the meetings will be more efficient, help with costs, and allow people more time with families. Alderman Tollenaer asked if the Mayor meant staff. Mayor Thoms said yes, but Council too.

Motion passed on a 6-0-1 roll call vote. Aye: Geenen, Clark, Mayberry, Spurgetis, Tollenaer, and Parker. Nay: None. Absent: Schipp. Parker. Nay: None. Absent: Schipp.

12. Report from the Traffic Engineering Committee regarding a request from Alderman Parker for the installation of stop signs along 15th Avenue at 28th Street.

Note: This item was deferred from the October 23, 2017 meeting until the December 18, 2017 meeting.

Motion: Alderman Parker moved to reconsider the request at tonight's meeting; Alderman Spurgetis seconded.

Vote:

Motion passed on a 6-0-1 voice vote. Aye: Geenen, Clark, Mayberry, Spurgetis, Tollenaer, and Parker. Nay: None. Absent: Schipp.

Motion:

Alderman Parker moved to deny the request as recommended meaning that there will be stop signs at that location; Alderman Tollenaer seconded.

Alderman Spurgetis asked if Alderman Parker meant to approve the request for stop signs. Alderman Parker responded yes; the motion is to deny staff's denial, but to give them stop signs at this intersection. Alderman Parker reviewed the request and explained what the residents wanted.

Motion passed on a 6-0-1 voice vote. Aye: Geenen, Clark, Mayberry, Spurgetis, Tollenaer, and Parker. Nay: None. Absent: Schipp.

13. Other Business

Alderman Parker said at the next Council meeting (November 20), the CIP (Capital Improvement Plan) will be discussed. The CIP was presented to Council at the study session tonight. Alderman Parker invited the public to come out.

Mayor Thoms announced that on November 27 at 5:00 p.m., each department head will be presenting their CY 2018 budgets to Council. It will be held at the Rock Island Police Department's community room.

No one signed up to address Council to speak on a topic.

14. Motion to Adjourn

Motion:

Alderman Parker moved to adjourn; Alderman Tollenaer seconded.

Motion passed on a 6-0-1 voice vote. Aye: Geenen, Clark, Mayberry, Spurgetis, Tollenaer, and Parker. Nay: None. Absent: Schipp.
