East Moline City Council met October 2.

Here is the minutes provided by the Council:

Pledge:

Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.

Roll Call:

Mayor Freeman called the meeting to order and directed City Clerk Arletta D. Holmes to call the roll. The following Aldermen were present: Alissa Sallows, Gary Almblade, Nancy Mulcahey, Ed DeJaynes, Gary Miller, Robert Cheffer, Jose Rico, and Mayor Freeman.

Public Comment:

None

City Clerk’s Report:

City Clerk Holmes passed.

Additions/Corrections To Agenda:

City Clerk Holmes, requested that item (B) under the Consent Agenda be removed from tonight’s agenda and brought back for approval at the October 16, 2017 meeting.

Consent Agenda:

City Clerk Arletta D. Holmes read the Consent Agenda that included the following:

a. Approval of the City Council Minutes of September 18, 2017.

b. Approval of the City Council Minutes of September 5, 2017(Removed from agenda.)

c. Approval of the Committee of the Whole Minutes of September 18, 2017.

d. Approval of Salaries for September 22, 2017 in the amount of $430,087.90.

e. Approval of Bills in the amount of $651,116.49.

A motion was made by Alderman DeJaynes, seconded by Alderman Miller, to approve the Consent Agenda minus Item B (Approval of the City Council minutes of September 5, 2017). Upon roll call the following voted in favor: Miller, Cheffer, Rico, Sallows, Almblade, Mulcahey, and DeJaynes. Motion carried.

Report By Mayor:

Mayor Freeman report that there was discussion between all the Aldermen after meetings they had last week. They would possibility entertain a motion to withdraw the 30-day tabled item, and have a continuance of the Request for Proposals (RFP), and they would like to bring this up at the next City Council meeting (October 16, 2017). If anyone still has questions, it can be addressed at that time.

City Attorney Graham Lee Presented The Following Ordinances And Resolutions:

Ordinance 17-18: An Ordinance Of The City Of East Moline Amending Title 9 “Traffic”, Chapter 11 “Abandoned Vehicles” Of The City Code Of The City Of East Moline, Rock Island County, Illinois.

A motion was made by Alderman DeJaynes, seconded by Alderman Almblade, to waive the reading of Ordinance 17-18. Upon roll call the following voted in favor: Miller, Cheffer, Rico, Sallows, Almblade, Mulcahey, and DeJaynes. Motion carried.

A motion was made by Alderman DeJaynes, seconded by Alderman Miller, to adopt Ordinance 17-18.

Discussion:

Alderman Almblade asked if all the changes were within the state guidelines, Chief Reynolds replied that is correct. Upon roll call the following voted in favor: Miller, Cheffer, Rico, Sallows, Almblade, Mulcahey, and DeJaynes. Motion carried.

Resolution 17-56: A Resolution Of The City Council Of The City Of East Moline, Illinois, Authorizing Approval Of A Replacement 911 Centre Dispatcher For The City Of East Moline.

A motion was made by Alderman Cheffer, seconded by Alderman Almblade, to approve Resolution 17- 56.

Mayor Freeman said for clarification, purposes this is the actual Dispatch Centre that we are involved with now, and not the combine center that is coming up down the road.

Upon roll call the following voted in favor: Miller, Cheffer, Rico, Sallows, Almblade, Mulcahey, and DeJaynes. Motion carried.

Resolution 17-57: A Resolution Of The City Of East Moline, Illinois (1) Establishing The Date, Time And Place Of A Public Hearing On The Adoption Of Ordinances (A) Approving A Redevelopment Plan And Designating A Redevelopment Project Area And (B) Adoptingtax Increment Financing For An Approximately 49.6 Acre Area Comprising An Irregular Rectangle Generally Located At The Northwest Corner Of 12th Avenue And 7th Street Adjacent To The Port Of Call Tif To The North And The Riverfront Tif To The East, All Within The City, As More Specifically Shown On The Map Of The Proposed Emg Redevelopment Project Area Attached As Exhibit C, (2) Providing For The Giving Of Public Notice Of Such Hearing, (3) Convenvening And Providing For The Giving Of Notice Of A Meeting Of A Joint Review Board To Make A Recommendation To The City Concerning Such Proposed Plan, Project And Project Area; (4) Ratifying And Confirming Certain Actions Previously Taken In Connection With Such Matters, And (5) Concerning Related Matters.

Mayor Freeman asked City Administrator Gridler to provide additional background information regarding Resolution 17-57.

Mr. Gridler stated that this is the Resolution that sets up the Public Hearing and the Ordinances for the redevelopment of the TIF District for East Moline Glass, and McLaughlin’s. This will come back before the City Council again in the future for a redevelopment agreement and the final ordinances for that. The Joint Review Board will convene on October 27, 2017, and the Public Hearing will be held on November 20, 2017 at 5:30p.m. at City Hall in the City Council Chamber.

A motion was made by Alderman DeJaynes, seconded by Alderman Miller, to approve Resolution 17- 57.

Discussion:

Alderman Almblade stated that he was in earlier today asking about the re-development plan, and it’s his understanding that there is no plan, other than creating the tax TIF zone, and there are no numbers assigned to cost. Administrator Gridler said there will be numbers assigned to cost and those numbers will be available soon. The re-development project has to do with the demolition and re-development of multiple buildings on the East Moline Glass, and the McLaughlin sites. There are only two (2) parcels in this TIF. Alderman Almblade ask what will the Joint Review Board, be reviewing when they make a recommendation to the City. Administrator Gridler replied that they will be reviewing the draft plan that was sent out late today, and everything will be brought back to the City Council. Alderman Mulcahey so after this is adopted, then the re-development agreement will come to the City Council. Mayor Freeman replied yes.

Upon roll call the following voted in favor: Miller, Cheffer, Rico, Sallows, Almblade, Mulcahey, and DeJaynes. Motion carried.

Committee-Of-The-Whole (Alderman Sallows)

Alderman Sallows had no items for discussion, all items have been covered under the Consent Agenda, Ordinance or Resolutions.

City Staff Communication:

Each City Staff member present was given the opportunity to inform the City Council and those present of events in their departments:

John Reynolds, Police Chief – Chief Reynolds informed the City Council that on Wednesday, October 18th the East Moline Police Department will be having a COP Conversation and Coffee, at the East Moline Coffee Company on Archer Drive, from 8: 30a.m to 9:30a.m. Chief Reynolds will be notifying the Neighborhood Watch groups, and will be sending out invites, via social media.

Ms. Petersen, Finance Director – Ms. Petersen informed the City Council that the city has received notification from the Illinois Department of Revenue, last week that the overpayment of the replacement taxes that we were notified of in 2016, that they were going to recoup a $168,000. The Illinois Department of Revenue have informed us that they will not be recouping that money. Ms. Petersen said some of that is since they have dropped our replacement tax, and diverted some to the colleges and universities, so they are considering that repayment so that $168,000 the city does not have to pay that back.

Mr. Kammler, Engineering Services Director –Mr. Kammler updated the City Council on construction projects that are on-going in the city:

• Downtown - all the street work in front of City Hall is done. They are now working on the sidewalks and curbs. The landscapers are waiting for some of that concrete to cure before they start their work.

• 11th Street and 12th Street – up on the hills are paved out. The last driveway was paved out today on 11th Street. The difference between what they were a year ago is astounding, and the residents are very appreciative of this City Council for making the decision to spend the money to make this needed improvement.

• Railroad Crossing on 7th Street – Mr. Kammler asked that they to do a little more, therefore they will be closed an additional day to put down a little more concrete and asphalt, and that work should have finished this week.

Mayor Freeman – asked Mr. Kammler if Brandt had started the 18th Street project, and if so what is the time line? Mr. Kammler said Brandt has started on that, the concrete header, and the bottom will take a little time to cure, but the asphalt work will be very fast. Mr. Kammler said he would expect it to take about 2 weeks on 18th Street, and a couple of weeks on Forrest Road. Mayor Freeman stated that he noticed that the Torch Light is closed, along with Save-A-Lot that is 2 businesses that have closed.

A motion was made by Alderman DeJaynes, seconded by Alderman Miller, to adjourn the City Council meeting. Upon roll call the following voted in favor: Miller, Cheffer, Rico, Sallows, Almblade, Mulcahey, and DeJaynes. Motion carried. 6:47 p.m.
