1. Council Bill/General Ordinance 3044-2017

An Ordinance amending Chapter 20, “Motor Vehicles And Traffic,” of the Moline Code of Ordinances, Section 20-5124, “Unauthorized Persons Using Persons With Disabilities Parking Spaces; A Violation,” Appendix 24, “Persons With Disabilities Parking Spaces,” by adding one on-street stall at 1721 7th Street.

Explanation: Traffic Committee reviewed request and recommends approval.

2. Council Bill/General Ordinance 3045-2017

An Ordinance amending Chapter 20, “Motor Vehicles And Traffic,” of the Moline Code of Ordinances, Appendix 10 thereof, “Parking Prohibited At Any Time,” by adding 60th Street, on both sides, from Coal Town Road, at a distance of 675 feet north.

Explanation: Traffic Committee reviewed request and recommends approval.

3. Council Bill/General Ordinance 3046-2017

An Ordinance amending Chapter 31, “Taxation,” of the Moline Code of Ordinances, Article I., “Hotel-Motel Taxes,” by repealing Sections 31-1101(a) and 31-1102A in their entirety and enacting in lieu thereof new Sections 31-1101(a) and 31-1102A dealing with the same subject matter.

Explanation: The City of Moline enacted the Hotel-Motel Use Tax September 10, 2013. The City of Moline levied and imposed a tax of seven percent (7%) of the rent charged for the privilege of renting and use of a hotel or motel room within the City of Moline. The City of Moline wants to levy and impose the seven percent (7%) tax to include any person who rents a hotel or motel room for more than thirty (30) consecutive days or to a person who works and lives in the same hotel or motel effective January 1, 2018.

Fiscal Impact: Estimated $90,000 increase in revenues

4. Council Bill/General Ordinance 3047-2017

An Ordinance amending Chapter 35, “Zoning and Land Development,” of the Moline Code of Ordinances, by amending the Zoning Map, incorporated therein as Section 35-3103 (City of Moline; 2423 16th Street and 1535 25th Avenue).

Explanation: The Plan Commission initiated a rezoning of property located at 2423 16th Street and 1535 25th Avenue from R-2 One-Family Residence District to NC Neighborhood Center District. The Plan Commission, after public hearing on October 11, 2017, voted to recommend approval to City Council.

5. Council Bill/Special Ordinance 4049-2017

A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and authorizing use of public right-of-way in conjunction with the Rotary Ramble 5K, sponsored by the Rock Island Rotary, to be held on Sunday, December 3, 2017.

Explanation: This 5K event has been reviewed and approved by the Special Events Committee for Sunday, December 3, 2017. The estimated number of persons to attend is 200.

6. Council Bill/Special Ordinance 4050-2017

A Special Ordinance establishing an Enterprise Zone in the City of East Moline, Illinois; City of Moline, Illinois; City of Rock Island, Illinois; City of Silvis, Illinois; Village of Milan, Illinois; and Rock Island County, Illinois.

Explanation: The Cities of East Moline, Moline, Rock Island and Silvis, the Village of Milan, and the County of Rock Island (“Jurisdictions”) created and amended from time to time the original Quad Cities Enterprise Zone, which included territories located in their jurisdictions, and will terminate on March 28, 2018. The Jurisdictions desire to come together for the purpose of applying for certification for a new enterprise zone by the Illinois Department of Commerce and Economic Opportunity. Resolutions-

7. Council Bill/Resolution 1178-2017

A Resolution authorizing the purchase of four (4) 2019 Freightliner 114SD CNG fueled trucks for the amount of $652,344.

Explanation: Funds are budgeted to replace four tandem axle trucks for street maintenance and plowing. The replacement of these trucks has been postponed for 3 years, and the current trucks have exceeded their reliable and useful life. Specifications were developed and a Request for Proposals was published. A proposal was submitted by Truck Country, Davenport Iowa, for $652,344.00. Said proposal meets all of the required specifications. Staff is also seeking approval to dispose of the old units by the method most advantageous to the City. Additional documentation is attached.

Fiscal Impact: $652,344.00 budgeted in Account #448-0867-437.07-03

8. Council Bill/Resolution 1179-2017

A Resolution authorizing the Mayor and City Clerk to enter into an agreement with Genesis Occupational Health for occupational health services for a three year period commencing on December 1, 2017

Explanation: Genesis Occupational Health will provide occupational health services for a three year period commencing on December 1, 2017. This contract would include medical director services for the City’s on-site nurse program, pre-employment and return-to-work physicals and functional screens, management of drug and alcohol testing program, as well as providing care and guidance for the treatment of work-related injuries. There will be no increases for the first year. Costs for some services will increase in year 2, which are the first increases since 2014. Costs will remain the same for year 3. 9. Council Bill/General Ordinance 3048-2017

An Ordinance dissolving the Special Tax Allocation Fund for the Bethany Property Redevelopment Project Area (Tax Increment Financing District No. 4) and terminating the designation of the Tax Increment Financing District No. 4 Redevelopment Project Area as a redevelopment project area.

Explanation: The City Council adopted on September 27, 2005, Ordinance Numbers 3061-2005, 3062-2005 and 3063-2005, which approved and adopted the City of Moline Tax Increment Redevelopment Plan and Project Area for the Bethany Property Redevelopment Project Area (commonly referred to as “TIF No. 4”), designated the Tax Increment Redevelopment Project Area for TIF No. 4, and adopted Tax Increment Financing for TIF No. 4. The project is now complete and the property has been redeveloped into a viable senior and assisting living development and all financial obligations have been fulfilled.

10. Council Bill/General Ordinance 3049-2017

An Ordinance amending Chapter 20, “Motor Vehicles And Traffic,” of the Moline Code of Ordinances, Section 20-4205, “Altered Speed Limits,” Appendix 35 thereof, “40 MPH Speed Limit,” by adding 34th Street, from 4th Avenue to 12th Avenue.

Explanation: Traffic Committee reviewed request and recommends approval.

11. Council Bill/General Ordinance 3050-2017

An Ordinance amending Chapter 2, “Administration,” of the Moline Code of Ordinances, by repealing Section 2-2200, “Days, Time And Place Of Regular Meetings; Adjourned Meetings,” subsections (a) and (b) in their entirety, and enacting in lieu thereof new subsections (a) and (b) relating to the same subject matter.

Explanation: Sections 2-2200(a) and (b) of the Moline Code of Ordinances sets forth the days, time and place of the City’s Committee-of-the-Whole and City Council meetings. The City Council has requested that the meetings start time be changed from 5:30 p.m. to 6:00 p.m., effective on the first meetings date of 2018.

12. Council Bill/Special Ordinance 4052-2017

A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and authorizing use of public right-of-way in conjunction with the Resolution Run 5K, sponsored by YouthHope, to be held on Monday, January 1, 2018.

Explanation: This 5K event has been reviewed and approved by the Special Events Committee for Monday, January 1, 2018. This will be the second year for this event and the sponsor estimates the number of persons to attend to be 400; that number is an increase from last year’s estimate of 250.
