Council Meeting: The City Council meeting came to order at 6:12 p.m. The Council met in regular session in the Council Chambers at City Hall.
Pledge: The Council and audience recited the Pledge of Allegiance.
Invocation: There was no invocation.
Roll Call: Roll call was taken with Mayor Acri, Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg present. Absent: None.

Second Reading Ordinances:
1.Council Bill/General Ordinance 3040-2017
An Ordinance levying and assessing taxes for the City of Moline, Illinois, for the tax levy year 2017, collectible in 2018, and enacting an ordinance relating to the same subject matter.
2. Council Bill/General Ordinance 3041-2017
An Ordinance levying a special Ad Valorem Tax within the City of Moline, Illinois, Special Service Area #5 of the City of Moline, Illinois, for the tax levy year 2017, collectible in 2018, and enacting an ordinance relating to the same subject matter.

4. Council Bill/Resolution 1174-2017
A Resolution authorizing the Mayor and City Clerk to execute a Fourth Amendment to the Intergovernmental Agreement between the City of Moline, Illinois, and Rock Island County Metropolitan Mass Transit District (MetroLINK).
5. Council Bill/Resolution 1175-2017
A Resolution authorizing the Planning and Development Department to apply to the Illinois Housing Development Authority for a 2018 Abandoned Residential Property Municipality Relief Program, Round 3 Grant in the amount of $75,000 for the City; and authorizing City staff to do any and all things necessary to apply for the 2018 Abandoned Residential Property Municipality Relief Program, Round 3 Grant.
Alderman Berg, seconded by Alderman Parker, moved to remove Council Bill/Resolution 1176-2017 from the Consent Agenda. Motion carried unanimously.
Omnibus Vote: Alderman Parker, seconded by Alderman Berg, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg; nays: none.
6. Council Bill/Resolution 1176-2017
A Resolution authorizing the Mayor and City Clerk to execute and make certain certifications and assurances related to the Illinois Department of Transportation’s Enhancement Program grant requirements and conditions to design and construct a multi-use trail in the City of Moline; supporting a grant application to the Illinois Department of Transportation for the Enhancement Program grant; and authorizing staff to do any and all things necessary to prepare and submit said grant application to the Illinois Department of Transportation for the Enhancement Program grant.

Council Bill/Resolution 1177-2017 A Resolution authorizing the Mayor and City Clerk to enter into an agreement with Ottosen, Britz, Kelly, Cooper, Gilbert & DiNolfo, Ltd., of Naperville, Illinois, for professional legal services related to collective bargaining for a period of one year commencing November 15, 2017.

First Reading Ordinances:
8. Council Bill/General Ordinance 3044-2017 An Ordinance amending Chapter 20, “Motor Vehicles And Traffic,” of the Moline Code of Ordinances, Section 20-5124, “Unauthorized Persons Using Persons With Disabilities Parking Spaces; A Violation,” Appendix 24, “Persons With Disabilities Parking Spaces,” by adding one on-street stall at 1721 7th Street.
9. Council Bill/General Ordinance 3045-2017
An Ordinance amending Chapter 20, “Motor Vehicles And Traffic,” of the Moline Code of Ordinances, Appendix 10 thereof, “Parking Prohibited At Any Time,” by adding 60th Street, on both sides, from Coal Town Road, at a distance of 675 feet north.
10. Council Bill/General Ordinance 3046-2017
An Ordinance amending Chapter 31, “Taxation,” of the Moline Code of Ordinances, Article I., “Hotel-Motel Taxes,” by repealing Sections 31-1101(a) and 31-1102A in their entirety and enacting in lieu thereof new Sections 31-1101(a) and 31-1102A dealing with the same subject matter.
11. Council Bill/General Ordinance 3047-2017
An Ordinance amending Chapter 35, “Zoning and Land Development,” of the Moline Code of Ordinances, by amending the Zoning Map, incorporated therein as Section 35-3103 (City of Moline; 2423 16th Street and 1535 25th Avenue).
12. Council Bill/Special Ordinance 4049-2017
A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and authorizing use of public right-of-way in conjunction with the Rotary Ramble 5K, sponsored by the Rock Island Rotary, to be held on Sunday, December 3, 2017.
13. Council Bill/Special Ordinance 4050-2017
A Special Ordinance establishing an Enterprise Zone in the City of East Moline, Illinois; City of Moline, Illinois; City of Rock Island, Illinois; City of Silvis, Illinois; Village of Milan, Illinois; and Rock Island County, Illinois.
14. Council Bill/Special Ordinance 4051-2017
A Special Ordinance authorizing the Mayor and City Clerk to execute a Development Agreement between the City of Moline and I.H. Mississippi Valley Credit Union for the sale and redevelopment of Lots 1 and 2 of Riverbend Commons First Addition; and authorizing City staff to do all things necessary to effectuate the terms of the Agreement.
Motion for Consideration: Alderman Parker, seconded by Alderman Berg, moved to consider Council Bill 4051-2017 with the changes presented during the Committee-of-the-Whole. Motion carried on roll call with the following vote: ayes: Aldermen Parker, Wendt, Potter, Turner, Waldron and Berg; nays: Aldermen Rodriguez and Schoonmaker.
Adopted: Alderman Parker, seconded by Alderman Turner, moved to adopt Council Bill 4051-2017 with the changes presented at the Committee-of-the-Whole. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Waldron and Berg; nays: Alderman Schoonmaker.
Council, Staff and Citizen Comments:
Ron Miller, resident, expressed his concern about the negotiations with the IAFF. He believes negotiations should take a different approach than in the past to prevent arbitration.
Ray Forsythe, Director of Planning & Development, indicated that he was asked to speak at the Chamber’s Amp Up. He will give a presentation about what downtown Moline will look like in two years.
J.D. Schulte, Public Works Director, stated that a press conference was scheduled for tomorrow at 53rd Street and John Deere Road with IDOT and McCarthy Construction. They will announce that more lanes will be opened up for the winter shopping season.
Alderman Rodriguez thanked J.D. Schulte for the I-74 Bridge tour. He indicated that if residents are interested in the change in traffic patterns, they should go to RiverBridge.com.
Alderman Wendt mentioned the upcoming Holiday Hop and Lighting on the Commons. He expressed gratitude to staff and everyone for going through the DBMT process. He also mentioned that today is World Diabetes Day to promote awareness of this disease.
Alderman Potter agreed with Alderman Schoonmaker that consideration of the I.H. project at first reading is not something to take lightly, and he appreciated Alderman Schoonmaker’s comments.
Alderman Waldron thanked IHMVCU.
Mayor Acri displayed the Lighting on the Commons hat and scarf for volunteers and indicated that cookies, wagon rides and fireworks would be there. She also promoted the Holiday Hop scheduled for Friday night. There are 40 businesses participating to celebrate the holiday season.
On motion of Alderman Parker, seconded by Alderman Berg, Council adjourned at 6:39 p.m.
The next regularly scheduled City Council meeting is on November 28, 2017.
