Mayor Acri called the meeting to order at 5:30 p.m. in Council Chambers.

Agenda Items:

1. A Resolution authorizing the Interim Chief of Police to execute a Police K9 Sale of Animal and Waiver of Liability Agreement transferring ownership of Police K9 Luna, a Belgian Malinois, from the City of Moline to Officer Jonathan Genisio, her handler. John Hitchcock, Interim Chief of Police, indicated that the Police Department has determined that Police K9 Luna, a Belgian Malinois, is no longer fit to perform police duties and is being retired from public service. Public Act 099-0817, the Public Dog Retirement Act (effective date 01/01/2017), provides in part that a dog so retired shall be offered by the law enforcement agency to the officer who had custody and control of the animal during its service. Officer Jonathan Genisio, Police K9 Luna’s handler, has expressed his desire to take over ownership and care of the canine. The Police K9 Sale of Animal and Waiver of Liability Agreement releases and forever discharges the City from any and all claims relating to the canine after transfer of ownership. A motion was made by Alderman Parker to approve. Seconded by Alderman Wendt. Motion passed unanimously.

2. A Resolution authorizing approval of a sole source purchase from JWC Environmental for a Monster Wash Press Compactor System for the amount of $32,750. Tony Loete, Utilities General Manager, stated that the wash press for the main wet well at South Slope failed in July 2017. Staff initiated a search for replacement parts; however, none were found to be readily available, and they would need to be fabricated at a cost exceeding $40,000.00. When staff considered replacement, JWC Environmental was found to be the only known manufacturer that is able to custom build a new wash press unit with compatibility to South Slope’s step screen. The cost for the unit is $32,750. A motion was made by Alderman Waldron to approve. Seconded by Alderman Berg. Motion passed unanimously.

3. A Resolution authorizing the Interim Fire Chief to accept the quotation from Sandry Fire Equipment LLC for the purchase of 30 MSA G1 SCBA Airpacks in the amount of $219,789. Jeff Snyder, Interim Fire Chief, explained that the Fire Department has budgeted annually for a number of years into a special fund for the purchase of airpacks. This fund currently has a balance of $210,160.83; however, the Department has sufficient funds budgeted in the Station Alerting Fund to cover the excess of $9,628.17 needed to make the purchase. Sandry Fire Supply LLC, based in DeWitt, Iowa, is the only local source for the MSA G1 SCBA with a thermal imaging camera integrated into its design. The sole source acceptance of this quotation is recommended pursuant to Chapter 27, Sections 27-3105 and 27-4101, of the Moline Code of Ordinances. A motion was made by Alderman Parker to approve. Seconded by Alderman Turner. Alderman Wendt moved to table this item until staff is able to obtain multiple bids concerning this item to bring back to the Committee for review and approval. Seconded by Alderman Berg. Motion to table carried on roll call with the following vote: ayes: Aldermen Parker, Wendt, Schoonmaker, Berg and Mayor Acri; nays: Aldermen Rodriguez, Potter, Turner and Waldron.

4. Other. Mayor Acri shared Alderman Rodriguez’s request to move Council Bill #3046-2017 from the City Council Consent Agenda to the Non-Consent Agenda this evening to proceed with an individual vote on this item.

Informational:

I-74 Bridge Project Update (Ray Forsythe, Planning & Development Director; Ryan Hippen, Construction Field Engineer, Illinois DOT; and George Ryan, Corridor Manager, Amec Foster Wheeler)

Neighborhood Stabilization Program 2 (Ray Forsythe, Planning & Development Director, K.J. Whitley, Community Development Program Manager) - Staff requested direction from the Committee concerning whether it would like to build new houses, rehab existing houses or demolish blighted properties.

Upcoming Downtown Projects (Ray Forsythe, Planning & Development Director) – Mr. Forsythe gave a presentation on the Multi-Modal Station, I-74 Bridge, IHMVCU Headquarters, Marriott Hotel in the 5th Avenue Building, Collector’s Center Building, permanent structure for the Mercado on 5th, Gateway Lofts, the Spiegel Building, 6th Avenue Townhomes, Overlook Village, Hawk Hollow, and the John Deere Road construction. All the building projects will be run through the PMT and DBMT processes.

Public Comment:

Ron Miller, resident, expressed his concern about the IHMVCU Headquarters project on River Drive.
