Moline City Council met November 28.

Council Meeting: The City Council meeting came to order at 6:46 p.m. The Council met in regular session in the Council Chambers at City Hall.
Pledge: The Council and audience recited the Pledge of Allegiance.
Invocation: Alderman Parker gave an Invocation.
Roll Call: Roll call was taken with Mayor Acri, Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg present. Absent: None.

Second Reading Ordinances
1. Council Bill/General Ordinance 3044-2017
An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Section 20-5124, “UNAUTHORIZED PERSONS USING PERSONS WITH DISABILITIES PARKING SPACES; A VIOLATION,” Appendix 24, “PERSONS WITH DISABILITIES PARKING SPACES,” by adding one on-street stall at 1721 7th Street.
2. Council Bill/General Ordinance 3045-2017
An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Appendix 10 thereof, “PARKING PROHIBITED AT ANY TIME,” by adding 60th Street, on both sides, from Coal Town Road, at a distance of 675 feet north.
3. Council Bill/General Ordinance 3047-2017
An Ordinance amending Chapter 35, “Zoning and Land Development,” of the Moline Code of Ordinances, by amending the Zoning Map, incorporated therein as Section 35-3103 (City of Moline; 2423 16th Street and 1535 25th Avenue).
4. Council Bill/Special Ordinance 4049-2017
A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and authorizing use of public right-of-way in conjunction with the Rotary Ramble 5K, sponsored by the Rock Island Rotary, to be held on Sunday, December 3, 2017.
5. Council Bill/Special Ordinance 4050-2017
A Special Ordinance establishing an Enterprise Zone in the City of East Moline, Illinois; City of Moline, Illinois; City of Rock Island, Illinois; City of Silvis, Illinois; Village of Milan, Illinois; and Rock Island County, Illinois.
Resolutions
6. Council Bill/Resolution 1178-2017
A Resolution authorizing the purchase of four (4) 2019 Freightliner 114SD CNG fueled trucks for the amount of $652,344.
7. Council Bill/Resolution 1179-2017
A Resolution authorizing the Mayor and City Clerk to enter into an agreement with Genesis Occupational Health for occupational health services for a three year period commencing on December 1, 2017.
Omnibus Vote: Alderman Parker, seconded by Alderman Wendt, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg; nays: none.

Second Reading Ordinances
8. Council Bill/General Ordinance 3046-2017
An Ordinance amending Chapter 31, “TAXATION,” of the Moline Code of Ordinances, Article I., “HOTEL-MOTEL TAXES,” by repealing Sections 31-1101(a) and 31-1102A in their entirety and enacting in lieu thereof new Sections 31-1101(a) and 31-1102A dealing with the same subject matter. At Alderman Rodriguez’s request, this Council Bill was moved from the City Council Consent Agenda to the Non-Consent Agenda during the Committee-of-the-Whole meeting this evening to proceed with an individual vote on this item.
Adopted: Alderman Parker, seconded by Alderman Wendt, moved to adopt Council Bill 3046-2017. Motion carried on roll call with the following vote: ayes: Aldermen Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg; nays: Alderman Rodriguez.
First Reading Ordinances
9. Council Bill/General Ordinance 3048-2017
An Ordinance dissolving the Special Tax Allocation Fund for the Bethany Property Redevelopment Project Area (Tax Increment Financing District No. 4) and terminating the designation of the Tax Increment Financing District No. 4 Redevelopment Project Area as a redevelopment project area.
10. Council Bill/General Ordinance 3049-2017
An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Section 20-4205, “ALTERED SPEED LIMITS,” Appendix 35 thereof, “40 MPH SPEED LIMIT,” by adding 34th Street, from 4th Avenue to 12th Avenue.
11. Council Bill/General Ordinance 3050-2017
An Ordinance amending Chapter 2, “ADMINISTRATION,” of the Moline Code of Ordinances, by repealing Section 2-2200, “DAYS, TIME AND PLACE OF REGULAR MEETINGS; ADJOURNED MEETINGS,” subsections (a) and (b) in their entirety, and enacting in lieu thereof new subsections (a) and (b) relating to the same subject matter.
12. Council Bill/Special Ordinance 4052-2017
A Special Ordinance closing certain streets more particularly described herein to vehicular traffic; and authorizing use of public right-of-way in conjunction with the Resolution Run 5K, sponsored by Youth Hope, to be held on Monday, January 1, 2018.
Council, Staff and Citizen Comments:
Ray Forsythe, Planning & Development Director, announced that Olive Garden will open on December 11, 2017.
Alderman Berg mentioned that she had a conversation with the manager of Olive Garden concerning a ribbon cutting. Ray Forsythe, Planning & Development Director, said that he would facilitate a ribbon cutting on behalf of the City.
Alderman Rodriguez expressed appreciation to everyone who helped bring back the Lighting on the Commons event. There was a significant increase in attendees this year.
Alderman Potter directed staff to put Council Bill #3049-2017 on the non-consent agenda for second reading next week. Alderman Potter shared that he requested that the 40 mph speed limit be reduced to 30 mph. The subject area has always been posted as 40 mph, but it was never part of the ordinance. Alderman Parker asked Interim Chief Hitchcock to put together a report of accidents in the subject area for next week.
Alderman Schoonmaker indicated that he was made aware of a complaint regarding a lack of communication concerning the deer hunt. Alderman Schoonmaker asked staff to reach out to the hunters and refresh them on the rules concerning deer hunts. There was some potential trespassing at night, the police were called, and property lines were in question. Alderman Schoonmaker asked Interim Chief Hitchcock to remind the hunters to stay within the law while hunting. Interim Chief Hitchcock said he would reach out to the hunters. Alderman Berg indicated that a neighbor was displeased by the City’s letter notifying him of a deer hunt on abutting property.
On motion of Alderman Parker, seconded by Alderman Wendt, Council adjourned at 7:08 p.m.
