Council Meeting: The City Council meeting came to order at 6:46 p.m. The Council met in regular session in the Council Chambers at City Hall.
Pledge: The Council and audience recited the Pledge of Allegiance.
Invocation: No Invocation was given.
Roll Call: Roll call was taken with Mayor Acri, Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg present. Absent: None.

Second Reading Ordinances-
1. Council Bill/General Ordinance 3051-2017
An Ordinance making appropriations for corporate purposes for the fiscal year beginning January 1, 2018, and ending December 31, 2018.
Resolutions-
2. Council Bill/Resolution 1182-2017
A Resolution amending Budget Resolution #1181-2016 by authorizing changes to various line items in the budget for FY 2017.
3. Council Bill/Resolution 1183-2017
A Resolution adopting a budget for corporate purposes for the fiscal year 2018.
4. Council Bill/Resolution 1184-2017
A Resolution authorizing the Mayor and City Clerk to enter into an Agreement with PMA Management Corp (PMAMC) for Third Party Administration (TPA) services for workers’ compensation claims administration for a period of one year commencing on January 1, 2018, through December 31, 2018.
5. Council Bill/Resolution 1185-2017
A Resolution authorizing the Mayor and City Clerk to execute an Intergovernmental Agreement with the City of East Moline and the Village of Milan for the existing Moline and East Moline public safety communications center (the “Center”) to provide temporary dispatch services for the Village of Milan.
6. Council Bill/Resolution 1186-2017
A Resolution authorizing the Mayor and City Clerk to execute a Law Enforcement Services Agreement between the City of Moline and Universal Protection Service, LLC, d/b/a Allied Universal Security Services, setting forth the terms for assignment of uniformed police officers to the SouthPark Mall complex for the period January 1, 2018, through December 31, 2018.
7. Council Bill/Resolution 1187-2017 A Resolution authorizing payment for work performed by McCarthy Improvement Company to relocate a water main at John Deere Road near 49th Street.
8. Council Bill/Resolution 1188-2017 A Resolution authorizing payment for work performed by McCarthy Improvement Company to install the south half of two sanitary sewer casings under John Deere Road.
9. Council Bill/Resolution 1189-2017
A Resolution approving Kymbyl Komplete Kare Inc.’s vegetation and nuisance abatement bid proposal, and authorizing the Deputy City Attorney to execute a contract with Kymbyl Komplete Kare Inc., for vegetation and nuisance abatement services for the period of January 1, 2018, through December 31, 2019.
Omnibus Vote: Alderman Parker, seconded by Alderman Wendt, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg; nays: none.

10. Council Bill/Resolution 1190-2017
A Resolution authorizing the Interim Fire Chief to accept a quotation from Sandry Fire Equipment LLC, for the purchase of 30 MSA G1 SCBA Airpacks in the amount of $219,789.

First Reading Ordinances 11. Council Bill/General Ordinance 3052-2017
An Ordinance amending Chapter 21, “Nuisances In General,” of the Moline Code of Ordinances, Section 21-1100, “Defined,” by enacting one new subsection (22) pertaining to garbage and debris; and Chapter 32, “Vegetation,” of the Moline Code of Ordinances, Section 32-1100, “Weed Abatement,” by repealing subsections (e) and (f)(1) in their entirety and enacting in lieu thereof new subsections (e) and (f)(1) relating to the same subject matter.
12. Council Bill/General Ordinance 3053-2017
An Ordinance amending Chapter 8, “Buildings And Other Construction And Building Services,” of the Moline Code of Ordinances, Section 8-4101, “Amendments To Moline Property Maintenance Code,” by enacting one new subsection (p) pertaining to method of service and consecutively renaming the remaining subsections of Section 8-4101.
13. Council Bill/General Ordinance 3054-2017
An Ordinance amending Chapter 23, “Parks And Recreation,” of the Moline Code of Ordinances, Section 23-2102, “Rules Of Conduct Applicable To All Parks,” by enacting one new subsection (c)(22) and one new subsection (d)(7) pertaining to the feeding of waterfowl in City Parks.
14. Council Bill/Special Ordinance 4053-2017
A Special Ordinance requesting the County Clerk to not extend 2017 taxes for payment of all principal and interest on City of Moline General Obligation Corporate Purpose Bonds.
15. Council Bill/Special Ordinance 4054-2017
A Special Ordinance authorizing the delivery to and sale of alcoholic liquors for City-approved special events at The Q.
16. Council Bill/Special Ordinance 4055-2017
A Special Ordinance setting the annual meetings schedule for 2018; and authorizing City staff to do all things necessary to notify the media of the 2018 annual meetings schedule.
17. Council Bill/Special Ordinance 4056-2017
A Special Ordinance adopting a City of Moline policy entitled Policy Prohibiting Sexual Harassment.
Miscellaneous Business:
Alderman Rodriguez made a motion to amend Council Bill #3054-2017 to reduce the maximum fine from $750 plus court costs to $100 plus court costs. Seconded by Alderman Wendt. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Berg and Mayor Acri; nays: Aldermen Potter, Turner, Schoonmaker and Waldron.
Council, Staff and Citizen Comments:
Alderman Potter indicated that at yesterday’s Historic Preservation Commission meeting, the Commission reviewed a landmark application and will be forwarding a recommendation to landmark the Prospect Park Pavilion. He expressed his appreciation to Alderman Turner, Michael Carton and staff liaison, Jeff Anderson for their hard work concerning this matter. Alderman Potter also shared that there has been discussion at the Historic Preservation Commission meetings in the last several months regarding the proposed park area near where the I-74 Bridge will come down. There is a history concerning Mr. Sears and others in this community. The Historic Preservation Commission believes it would be a good use of that area to illuminate some of the history of the early beginnings of our community, and this location could be a potential destination for the salvaged Depot clock.
Alderman Wendt thanked Interim Police Chief John Hitchcock concerning his handling of concerned residents regarding the recent shootings in Moline.
Alderman Rodriguez expressed his appreciation to the Moline School District on its choice to not increase its tax levy.
Alderman Waldron thanked City Engineer Scott Hinton and Public Works Director J.D. Schulte for the quick turn-around time concerning the CIP informational item this evening.
Alderman Berg requested a deer harvest count from Interim Police Chief John Hitchcock. Interim Chief Hitchcock shared that the deer count is 14. He also shared that the Turner Farm area is in the process of being approved as a deer hunt site. There are a total of four sites, and the Turner Farm site would be the fifth site. Alderman Berg requested a copy of the letter that Finance sends out concerning deer hunts. The Finance Department will provide a copy to her.
Ray Forsythe, Planning & Development Director, inquired whether anyone would like to join him at 4:30 a.m., this Thursday, December 14, 2017. WQAD will be interviewing him at this time and broadcasting live from the train station at 6:30 a.m. He will also be on Facebook live.
Mayor Acri thanked the first responders for taking care of her following her automobile accident last week. She also thanked the Council and the Community for their kind words and well wishes.
Mayor Acri reminded everyone of an action last week concerning the development of a committee to provide guidelines to the City’s development partners. Mayor Acri will appoint Aldermen Schoonmaker and Parker to said committee. City Administrator Doug Maxeiner and Planning & Development Director Ray Forsythe will be the staff representatives to the committee. In addition, Renew Moline will have representation on the committee. Mr. Forsythe will facilitate the committee meetings.
John C. Anderson, a resident of Silvis, expressed his concern about the geese droppings on Ben Butterworth Parkway. He would like to see the potential new water fowl ordinance enforced. He also thanked Alderman Rodriguez and the Council for their vote to reduce the maximum fine for violation of said ordinance to $100.
