City of Mount Sterling City Council met January 2.
Here is the minutes as provided by the council:
Mayor Charles L. “Skip” Lee called a meeting of the Sterling City Council to order at 6:30 pm on Tuesday, January 2, 2018. Roll call. Present: Aldermen Retha Elston, Joe Martin, Christine Wilen, and Jim Wise. Absent: Aldermen Bob Conklin and John Stauter.
Also present were City Attorney Tim Zollinger, City Manager Scott Shumard, Superintendent of Public Works Brad Schrader, Fire Chief Gary Cook, Deputy Police Chief Jeff Mohr, and City Clerk Marie Rombouts.
The Pledge of Allegiance was recited.
There were no communications from Visitors.
Alderman Elston made a motion to approve the following items on the Consent Agenda:
A) Minutes from December 18, 2017
B) Bills and Payroll totaling $368,819.70
C) Bid Award to Conmat and Alliance Materials for 2018 MFT General Maintenance
Materials to allow flexibility of providers
The motion was seconded by Alderman Martin. Voting: Ayes – Aldermen Elston, Martin, Wilen, and Wise. Nayes – None. Motion carried.
Alderman Elston made a motion to pass Ordinance #2018-01-01 Amending the Anti-Harassment Policy; seconded by Alderman Martin. Attorney Zollinger explained the City has been pro-active with their harassment ordinance but a few items were added to comply with the state’s requirements. Voting: Ayes – Aldermen Elston, Martin, Wilen and Wise. Nayes – None. Motion carried. Manager Shumard noted a few items that were added include electronic/texting and physical addresses for contacts as well as addresses whistle blowers and false accusations.
Manager Shumard informed the Council that the Plan Commission meeting for January would be moved to January 25. Because of a leak in the southwest corner of the building, a quote for tuckpointing has been received in the amount of $24,000. Friday afternoon a small plow vehicle from Public Works had windows shot out with a bb gun at Avenue E and Sixth Street, on its way back to the barn.
Alderman Martin complimented Assistant Clerk Monique Castillo on the great job she did on the minutes from the last meeting.
Manager Shumard reported the Sterling Municipal Band Pops Concert will be held on Friday at 7:00 pm at the Abiding Word Christian Church.
Aldermen Elston asked if roads have been chosen for the upcoming construction season. Manager Shumard stated they will prepare the road list in March. Avenue G slope walls are a priority, as well as the Lynn and LeFevre intersection.
Manager Shumard reported that Boss is proceeding with the storm water project on East Lincolnway with a temporary fix. Department of Natural Resources (DNR) is reviewing the plans and preparing the permit. Shumard stated Boss has asked for a time extension. DNR needs permits because it drains more than one square mile.
Mayor Lee hoped that everyone had a pleasant holiday. He thanked Council for their participation in Friday’s special meeting to discuss Greg Hummel’s work. Lee reported he had been reviewing the Strategic Plan and will be bringing projects back to the Council.
