Moline City Council met January 16. 

Here is the minutes as provided by the council:

Council Meeting: The City Council meeting came to order at 6:12 p.m. The Council met in regular session in the Council Chambers at City Hall.


Pledge: The Council and audience recited the Pledge of Allegiance.

Invocation: There was no invocation.

Roll Call: Roll call was taken with Mayor Acri, Aldermen Rodriguez, Parker, Wendt, Potter, Schoonmaker, Waldron and Berg present. Absent: Alderman Turner.

Items on Consent:

Approval of Minutes

Committee-of-the-Whole and Council meeting minutes of January 9, 2018.

Resolutions

1. Council Bill/Resolution 1003-2018

A Resolution authorizing the Mayor and City Clerk to accept a Deed of Dedication for Street Right-ofWay from Herbert J. Allison, 1117 37th Street Court, to allow construction to proceed on Motor Fuel Tax Section 14-00256-00-RS, Resurfacing with Sidewalk Improvements.

2. Council Bill/Resolution 1004-2018

A Resolution authorizing approval of Change Order #1 with Valley Construction Company for Project #1262, I-74 Utility Conflict Resolution, in the amount of $356,580.

3. Council Bill/Resolution 1005-2018

A Resolution authorizing approval of Authorization #1 with Brandt Construction Company for Motor Fuel Tax Section 14-00256-00-RS, River Drive Resurfacing, 23rd to 34th Streets, in the amount of $3,706.47.

4. Council Bill/Resolution 1006-2018

A Resolution authorizing the Mayor and City Clerk to execute licensing agreements for 2018 permit approved applications for use of public right-of-way or City-owned property.

5. Council Bill/Resolution 1007-2018

A Resolution authorizing the Mayor and City Clerk to execute a Uniform Listing Contract with QC Iowa Realty to grant the sole and exclusive right to sell certain real estate owned by the City for the period of one year.

6. Council Bill/Resolution 1008-2018

A Resolution authorizing the Utilities General Manager to purchase and execute any necessary documents related to purchase treatment chemicals to be used by the Department of Public Works for the calendar year 2018.

7. Council Bill/Resolution 1009-2018

A Resolution approving and accepting proposed changes to prior contract language as agreed to by and between the negotiators for the City of Moline and the United Automobile Aerospace and Agricultural Implement Workers of America (UAW), Local 2282, relating to wages, hours of work and certain other conditions of employment, for the contract term January 1, 2018 - December 31, 2019; and authorizing the Mayor and Deputy City Clerk to execute an Agreement incorporating said changes with the United Automobile Aerospace and Agricultural Implement Workers of America (UAW), Local 2282, relating to wages, hours of work and certain other conditions of employment.

Omnibus Vote: Alderman Parker, seconded by Alderman Wendt, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Schoonmaker, Waldron and Berg; nays: none.

Second Reading Ordinances

8. Council Bill/Special Ordinance 4001-2018

A Special Ordinance designating the Prospect Park Pavilion, located at 1580 34th Avenue, Moline, Illinois, as a locally designated landmark. Alderman Potter made a motion to table this item to next week’s meeting. Seconded by Alderman Berg. Alderman Wendt moved to amend the motion to table to table it until after the improvements, including the cross braces, are complete. Seconded by Alderman Parker. The amendment carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Schoonmaker, Waldron and Berg; nays: Alderman Potter. The amended motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Schoonmaker, Waldron and Berg; nays: Alderman Potter.

Resolutions

9. Council Bill/Resolution 1010-2018

A Resolution authorizing the Mayor and City Clerk to execute an Intergovernmental Agreement for the Establishment of a Joint Administrative Hearing Officer System between the Village of Andalusia, Village of Carbon Cliff, Village of Coal Valley, Village of Hampton, Village of Milan, the City of East Moline, the City of Moline, the City of Rock Island, the City of Silvis, Rock Island County, Illinois, and the Bi-State Regional Commission; and authorizing the Mayor and City Clerk to execute future amendments for municipal government participants to be added to or deleted from the existing Intergovernmental Agreement without further City Council approval.

Approved: Alderman Parker, seconded by Alderman Wendt, moved to approve Council Bill 1010-2018. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Schoonmaker, Waldron and Berg; nays: none.

First Reading Ordinances

10. Council Bill/General Ordinance 3001-2018

An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Appendix 10 thereof, “PARKING PROHIBITED AT ANY TIME,” by including 43rd Street, on the east side, from 5th Avenue to 7th Avenue.

11. Council Bill/General Ordinance 3002-2018

An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Section 20-5124, “UNAUTHORIZED PERSONS USING PERSONS WITH DISABILITIES PARKING SPACES; A VIOLATION,” Appendix 24, “PERSONS WITH DISABILITIES PARKING SPACES,” by including two on-street stalls in front of the north entrance of Franklin Elementary School along 11th Avenue C.

12. Council Bill/Special Ordinance 4002-2018

A Special Ordinance providing for financing by the City of Moline, Illinois, for the water main in TIF #7 Airport Business Park, by authorizing issuance of $254,105 in a Revenue Anticipation Note and purchase of the same by the Water Fund of the City of Moline, Illinois, appropriating monies for said purposes, and authorizing execution of any related documents.

13. Council Bill/Special Ordinance 4003-2018

A Special Ordinance providing for financing by the City of Moline, Illinois, for the sewer main in TIF #7 Airport Business Park, by authorizing issuance of $314,365 in a Revenue Anticipation Note and purchase of the same by the WPC Fund of the City of Moline, Illinois, appropriating monies for said purposes, and authorizing execution of any related documents.

Council, Staff and Citizen Comments:

Alderman Rodriguez expressed his appreciation to Sgt. Weeks who gave a good presentation to the Stephens Parkview Neighborhood Association concerning policing in said neighborhood. He also asked staff to look into reviewing the deer hunt ordinance to address any concerns before the fall 2018 deer season.

Alderman Potter appreciated the intent of the motion to amend the tabled motion concerning the Prospect Park Pavilion. He also expressed his concerns about said motion to amend.

Alderman Waldron requested an update on the Council Goals; in particular, the red water issue.

Doug Maxeiner, City Administrator, addressed the Captain’s Table fire last night. He asked for a summary of the insurance provisions today. He will review them with City Attorney Maureen Riggs, prepare a summary of the City’s options moving forward, and share said summary with the Council this week.

Executive Session:

Alderman Parker, seconded by Alderman Wendt, moved for Executive Session, for the purpose of discussion of Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees-5 ILCS 120/2(C)(1). Motion carried on roll call with the following vote: Ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Schoonmaker, Waldron and Berg; nays: none.

City Council convened in Executive Session at 6:26 p.m.

Alderman Potter moved to adjourn Executive Session, seconded by Alderman Wendt. Motion carried on roll call with the following vote: Ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Schoonmaker, Waldron and Berg; nays: none.

Council reconvened in open session at 6:39 p.m.

On motion of Alderman Parker, Council adjourned at 6:40 p.m.

The next regularly scheduled City Council meeting is on January 23, 2018.
