Mayor Acri called the meeting to order at 6:00 p.m. in Council Chambers.

Questions on the Agenda

Mayor Acri shared that Item No. 1 was removed from the Agenda.

Agenda Items

1. A Resolution authorizing the Mayor and City Clerk to enter into an Agreement for Residential Single-Stream Curbside Recyclable Waste Services with Midland Davis Corporation for the amount of $7,369,752. This item was removed from the Agenda.

2. A Resolution authorizing Information Technology staff to enter into a Small Government Enterprise Licensing Agreement (ELA) with Environmental Systems Research Institute Inc. (ESRI). Don Goff, Information Technology Manager, explained that prior to 2012, the City spent $22,400 annually for à la carte software licensing fees to ESRI for its ArcGIS suite of products. Those fees included two server licenses for enterprise functionality plus 17 user licenses that were shared by approximately 45 City employees. The ELA is a three-year agreement with a commitment to pay $35,000 per year and includes the support benefits the City receives now plus the following: unlimited desktop and server licensing with updates, additional software extensions that allow for advanced GIS analysis, mobile editing of live enterprise data, and online training available to any City employee (see attached for details). The cost of à la carte annual licensing on these products to meet the average usage demand would be $154,850. The ELA provides a significantly reduced cost per license, solves all license-sharing conflicts users experienced prior to 2012, and facilitates a number of workflows in several City departments. This is a budgeted amount for 2018 that would recur in 2019 and 2020. A motion was made by Alderman Parker to approve. Seconded by Alderman Wendt. Motion passed unanimously.

3. A Resolution authorizing the Mayor and City Clerk to execute an Intergovernmental Agreement for the Establishment of a Joint Administrative Hearing Officer System between the Village of Andalusia, Village of Carbon Cliff, Village of Coal Valley, Village of Hampton, Village of Milan, the City of East Moline, the City of Moline, the City of Rock Island, the City of Silvis, Rock Island County, Illinois, and the Bi-State Regional Commission; and authorizing the Mayor and City Clerk to execute future amendments for municipal government participants to be added to or deleted from the existing Intergovernmental Agreement without further City Council approval. Maureen Riggs, City Attorney, indicated that since 1991, the City of Moline has successfully participated in a joint administrative hearing officer system, now known as MUNICES, with other various local Illinois municipalities. Municipalities currently participating in MUNICES are the Villages of Andalusia, Coal Valley, Hampton and Milan, the Cities of East Moline, Moline, Rock Island and Silvis, and Rock Island County. The parties wish to add the Village of Carbon Cliff. As a result of the addition, the City of Moline’s software costs will be proportionally reduced. Bi-State Regional Commission will continue to administer MUNICES under the Agreement. This item also appeared on the City Council Agenda on January 16, 2018, under “Items Not on Consent.” A motion was made by Alderman Parker to approve. Seconded by Alderman Berg. Motion passed unanimously.

4. Other. Alderman Wendt made a motion to direct staff to review the City’s Liquor Code, specifically the Tavern and Restaurant License section, to ensure that the Code reflects the intent and expectations of the Council, and to review those establishments that have obtained these licenses to ensure that they meet the letter of the current Code. Seconded by Alderman Potter. Motion passed unanimously.
