5.01d Business

a.Nicor repairs update

Inspector Searing reported that some of the catch basins still have the erosion mats covering them. Mr. Searing will contact Nicor to have them removed.

b.14thand 13th Avenue project updates

Administrator Blackert reported that the projects will go out for bid together later this month. 13th Avenue will be from W. 14th Street to Rt. 30.

c.Discussion of south door exit only

d.Review of cost estimates for work on west 16th, 19th, 20th, and 21st Streets.

The committee will wait until the bids come back for the 13th and 14th Ave. Project. There was discussion about beginning the preliminary work for 3rd Avenue. The Utilities may go ahead of the road project, while the cost of a rebuild is saved.

e.Post Office parking lot discussion

The parking lot will need to be cored out with 4" bituminous, and will cost around $50,000. Engineering for yd Avenue will have to be considered for the parking lot rebuild. It would be rebuilt without center posts. Alderman Kleckler asked about TIF funds for the rebuild. The committee will begin working on long term planning for the use of TIF funds.

6.New Business:

a.Moring Disposal Proposal

Adm. Blackert informed the committee that the state of Illinois does not require garbage hauling contracts to be bid out. Denny Pate from Moring Disposal informed the committee that they have been using toters since 2010. They are recommending that the 95 gallon size be used in our town. Moring would like to provide each residence 2 toters. One with a brown lid for garbage, and one with a tan lid for recycling. It is preferred that the toters be placed out on the street for pickup, but the truck can reach 12 feet and pickup toters in between the street and sidewalk. The garbage will be picked up over 3 days, and the recycling will be bi-weekly. The committee watched a video illustrating the toter service provided by Moring.

There were questions about tight streets with parking along both sides. Special situations can be handled through the Moring disposal office. Questions were asked about who would pay for damaged or stolen toters. Moring has only forced one resident to pay for a damaged toter, and the customer had melted it by setting it too close to his grill. Toters would be delivered by Moring two weeks prior to the beginning of toter service. The Committee would like to have arrangements made for an extended yard waste pickup time if the weather is again a factor for leaves.

The committee discussed the City's costs and customer charges for this service looking at a seven year contract.

Adm. Blackert proposed no changes in the customer fee or $15.00/month for the first two years of the contract, and then $17.00/ month fee for the last five years. The Committee addressed the addition to the contract of providing a dumpster for City celebrations, and dumpsters for community service events such as the clean-up day.

The committee would like Adm. Blackert to move forward working on a contract with Moring.

b.Surplus Property - 2006 Chrysler Pacifica

The Committee agreed to the transfer of the vehicle to the Firehouse of God Ministries.

7.Street - Assistant Superintendent Larry Spinka

Mr. Spinka reported that one truck has leaking rear main seal. The Department had to repair a broken plow on one of the trucks.

Items

Alderman Kleckler noted that there were a lot of vehicles that were not moved during the snow emergency, and did not obey the snow route signs.

Mr. Spinka will work with the Police for better enforcement of these rules.
