All items under the consent agenda are considered to be routine in nature and will be enacted by one motion. There will be no separate discussions of these items unless a Board Member so requests, in which case, the item will be moved from the Consent Agenda and considered as the first item after approval of the Omnibus Vote.

Approval Of Minutes:

Park and Recreation Board meeting minutes of January 25, 2018.

Park and Recreation Board special meeting minutes of January 30, 2018.

Consent Agenda Items:

1. Approval and acceptance of departmental January/February bill payment and departmental January/February revenue, expenditures, capitol projects, park reserve and cemetery reports.

2. Consideration of a Special Use Application for the Moline Conservation Club to utilize Riverside Pond for their annual Kid’s Fishing Rodeo. The event is to be held Saturday, June 2, 2018, from 6:00 a.m. until 1:30 p.m. (this includes set-up and clean-up time). Supporting information and special consideration requests are detailed on the Special Use Application.

3. Consideration of a Special Use Application for Pregnancy Resources to utilize Ben Butterworth Parkway for their annual fundraiser walk. The event is to be held Saturday, September 8, 2018, from 7:00 a.m. until 12:00 p.m. (this includes set-up and clean-up time). Supporting information and special consideration requests are detailed on the Special Use Application.

Non-Consent Agenda Items:

1. Sylvan Island Stampede Mountain Bike Race. (Lori Wilson, Parks Recreation Director)

Explanation: Consideration of a Special Use Application for the Friends of Off Road Cycling to utilize Sylvan Island and Sylvan Trailhead Park for their Sylvan Island Stampede Mountain Bike Race. The event is to be held Sunday, April 8, 2018, from 6:00 a.m. until 6:00 p.m. Set-up would begin on Saturday April 7, 2018. Supporting information and special consideration requests are detailed on the Special Use Application.

2. 2017 Cemetery Report. (Todd Slater, Cemetery Manager)

Explanation: Todd Slater, Cemetery Manager, will present to the Board the 2017 Cemetery Report.

3. Browning Park Playground. (Lori Wilson, Parks Recreation Director)

Explanation: Staff is seeking Park Board approval to purchase a new rock climbing piece of equipment for the Browning Park Playground. The current piece of equipment is showing signs of wear. Staff recommends replacing the piece before it becomes a hazard. There are gift funds available for Browning Park with the current balance at $11,629.32. The cost for this piece of equipment is $1,647.60.

Fiscal Impact: Funds are available in the Browning Park Gift Fund, 414-1523-452-06-30.

4. Geese Habitat Options. (Lori Wilson, Parks Recreation Director)

Explanation: Staff is seeking Park Board approval to proceed with a plan of action for deterring the goose population on Ben Butterworth Parkway. Geese are agreeable to use City Parks as a habitat for feeding however, after investigating the possible locations of nests, it was determined that minimal occurrences happen on Park property. New “stop feeding” signage has been placed to stop public feeding. Parks staff recommendation is to monitor the geese in relation to the new signage, investigate a landscaping solution, and a test application of Flight Control Plus or its equivalent. Park maintenance will continue to monitor spring nesting to factor into a course of action in 2019.

5. Prospect Pavilion Foundation Drainage/Stairs Award of Contract (Greg Johnson, Park Operations Manager)

Explanation: A request for proposal was solicited with proposals due January 10, 2018. Two proposals were received. Anderson Concrete came in at $172,986 and Miller Trucking and Excavating at 195,000. After reviewing both RFPs staff is recommending Miller Trucking as the most advantageous to the City.

Fiscal Impact: There is $196,450 budgeted in 120-1515-452-08- 50 for this project.

6. Prospect Bathroom Awards of Contract. (Greg Johnson, Park Operations Manager)

Explanation: A request for proposal was solicited with proposals due January 10, 2018. No proposals were received. Staff sought Park Board approval at the January 25, 2018 meeting to solicit vendors competitively as per City Ordinance, Chapter 27-3100 (b). Park Board unanimously approved self solicitation. Staff reached out to three vendors all which submitted proposals. Miller Trucking and Excavation submitted a proposal of $180,000, Centennial Contractors of $110,000 and McDermott Construction of $68,700. Staff reviewed all three and is recommending McDermott Construction as the most advantageous to the City.
