City of East Moline Committee of the Whole met May 16.

Roll Call
Mayor Pro-Tem Almblade called the meeting to order and directed City Clerk Arletta D. Holmes to call the roll. The following Aldermen were present: Alissa Sallows, Gary Almblade, Nancy Mulcahey, Ed DeJaynes, Gary Miller, Robert Cheffer, and Jose Rico. 6:47p.m.

Mower Replacement – Sewer Treatment Plant
(Mr. Drake, Director of WWWTP Facilities) The Sewer Treatment Plant received a bid from the State Contract through Holland & Sons for 2018. John Deere X758 with a mid-mount deck and front snow bland, to replace a 2003 Kubota, TGI 1860 with mid mount deck and front snow blade (trade-in). The Sewer Plant maintains 15+ acres, in and around the treatment facility, keeping the facilities looking presentable during the mowing season. The tractor also doubles for sidewalk, walking path snow removal during the winter months. This unit is vital to keeping sidewalks and pathways clear during the winter, for safety reasons. With this unit, the one person off-shifts can keep sidewalks and pathways clear for safer walking surfaces.
Cost of the new unit with attachments is: $12,624.40 (tractor & deck $11,542.40 + front blade $1,082.00), less trade-in, $1,000.00 for a total purchase price of $11,624.40. (See Attachments)

Recommendation: Purchase the new mower and attachments less-trade-in at State Bid price, from Holland & Sons in the amount of $11,624.40.
A motion was made by Alderman Miller, seconded by Alderman Sallows, to concur with the recommendation to purchase the new mower and attachments less trade-in at State Bid price, from Holland & Sons, in the amount of $11,624.40. Upon roll call the following voted in favor: Sallows, Almblade, Mulcahey, DeJaynes, Miller, Cheffer, and Rico. Motion carried.
Adjournment: A motion was made by Alderman DeJaynes, seconded by Alderman Rico, to adjourn the Committee-of-the-Whole meeting. Upon roll call the following voted in favor: Sallows, Almblade, Mulcahey, DeJaynes, Miller, and Rico. Motion carried. 6:52 p.m.
