Village of Woodhull Village Board met April 9.

Here is the minutes provided by the Board:

President Dave Holmes called the meeting to order on April 9, 2018 @ 7:00 pm.

Followed by roll call: Jeff Bell, Jason Carlson, Luke Gierach, Ron Hoburg, Derek VerHeecke, Jody York.

Also present: Michelle Keener – Treasurer, Jacki Beck – Village Clerk, Wayne Mileham – Public Works Superintendent, Ed Swearingen – Assistant Police Chief. Chief Hillier was absent from the meeting. (Attending K9 Training). Dustin Dobbels – Public Works Assistant was absent from the meeting. (Attending classes for his Job for the Village).

Approval Of Minutes:

Ron Hoburg made a motion to approve the March 12, 2018 Regular Board Meeting Minutes as presented. Jeff Bell seconded the motion. Motion carried 6-0.

Luke Gierach made a motion to approve the March 12, 2018 Closed Session Board Meeting Minutes as presented. Jason Carlson seconded the motion. Motion carried 6-0.

Derek VerHeecke made a motion to approve the Treasurer’s Report as presented. Luke Gierach seconded the motion. Motion carried 6-0.

Derek VerHeecke made a motion to donate $250.00 to the Alwood Baseball Association. Jason Carlson seconded the motion. VerHeecke – Y, Carlson – Y, Bell – Y, York – Y. Gierach – Abstain, Hoburg – Abstain. Motion carried 4-0. 2 Abstained.

Jeff Bell made a motion to pay the bills from the various accounts as presented. Luke Gierach seconded the motion. Motion carried 6-0.

Police/Civil Defense/Permits:

Assistant Police Chief Ed Swearingen presented the March Police Department Activity Report as follows: Woodhull Police Department responded to 12 calls for service, conducted 28 traffic stops, 30 warnings, 5 citations being issued, used 68.1 gallons of Gasoline at a cost of $184.21.

Jason Carlson made a motion to approve the March Police Report as presented. Derek VerHeecke seconded the motion. Motion carried 6-0.

Public Works Report:

Wayne Mileham presented the March Public Works Report as follows: Wayne reported on the work done for the month of March for both the Streets Department and the Water Department. Water pumped in March 2,193,728 gal. Sewer pumped in March, North Lagoon flow 11,922,480 gal. South Lagoon flow 4,452,660 gal.

Jason Carlson made a motion to approve the March Public Works Report as amended. Derek VerHeecke seconded the motion. Motion carried 6-0.

Nothing at this time

Zoning Board Recommendations:

Nothing at this time

Parks/Recreation/Tourism:

Fun Fest is scheduled for Saturday July 21st 2018.

New Business:

Luke Gierach made a motion to approve the Resolution for Street Maintenance at an estimated cost of $130,000.00 from Motor Fuel Tax Funds. Derek VerHeecke seconded the motion. Gierach – Y, VerHeecke – Y, Bell – Y, Carlson – Y, Hoburg – Y, York – Y. Motion carried 6-0.

Ron Hoburg made a motion to apply for a Grant from the State for IHDA for the purpose of taking care of run-down houses in the Village. Derek VerHeecke seconded the motion. Motion carried 6-0.

Derek VerHeecke made a motion to add a total to the Streets Budget of $4500.00 for a Utility Vehicle at a purchase price of $3500.00 plus an additional $1,000.00 for needed repairs. Jeff Bell seconded the motion. VerHeecke – Y, Bell – Y, Carlson – Y, Gierach – Y, Hoburg – Y, York – Y. Motion carried 6-0.

Luke Gierach made a motion to go into Closed Session at 8:21 p.m. Jason Carlson seconded the motion. Motion carried 6-0.

Jason Carlson made a motion to return to Open Session at 9:52 p.m. Luke Gierach seconded the motion. Motion carried 6-0.

Jeff Bell made a motion to have Jim Taylor from Carpentier, Mitchell, Goddard & Company, LLC from Moline IL do the next Village of Woodhull Audit at a cost of $6800.00 to $7500.00. Ron Hoburg seconded the motion. Bell – Y, Hoburg – Y, Carlson – Y, Gierach – Y, VerHeeckee – Y, York – Y. Motion carried 6-0.

Ron Hoburg made a motion to adjourn the meeting at 9:56 p.m. Luke Gierach seconded the motion. Motion carried 6-0.
