1. Council Bill/General Ordinance 3024-2018

A General Ordinance amending Chapter 35 “Zoning And Land Development” of the Moline

Code of Ordinances, Table 35-3408 “Principal Commercial Land Uses,” “Land Use Regulations.”

Explanation: The Plan Commission reviewed a concept plan for a yoga studio at its May 9, 2018 meeting. The Plan Commission’s direction was a City initiated text amendment to allow indoor entertainment as a special use in the I-1 District. Additional documentation attached.

2. Council Bill/General Ordinance 3025-2018

A General Ordinance amending Chapter 35 “Zoning And Land Development” of the Moline Code of Ordinances, Article IV, Division 2 “Infrastructure And Public ImprovementStandards,” Section 35-4218, “Sidewalks.”

Explanation: On May 23, 2018, the Plan Commission as part of the City Council’s request, reviewed the Zoning and Land Development Code and recommended to revise the minimum width and placement standards for public sidewalks in new development and infill locations. Considerations are included for the Illinois Accessibility Code, public and private streets, right-of-way width, topography, and installation cost. Additional documentation attached.

3. Council Bill/General Ordinance 3026-2018

An Ordinance amending Chapter 20, “Motor Vehicles And Traffic,” of the Moline Code of Ordinances, Section 20-5124, “Unauthorized Persons Using Persons With Disabilities Parking Spaces; A Violation,” Appendix 24, “Persons With Disabilities Parking Spaces,” by adding one on-street stall at 1720 16th Street.

Explanation: Traffic Committee reviewed request on June 5, 2018, and recommends approval.

4. Council Bill/Special Ordinance 4020-2018

A Special Ordinance repealing Special Ordinance No. 4026-2017 which declared the prevailing rate of wages to be paid workers on public works projects, and ascertaining and declaring the prevailing rate of wages to be paid to certain laborers, mechanics and other workers performing public works projects for the City of Moline within Rock Island County.

Explanation: State statute requires the City annually adopt an ordinance setting prevailing wage to be paid on City projects. This Special Ordinance repeals Special Ordinance No. 4026-2017, which declared the prevailing wages for 2017.

Resolutions

5. Council Bill/Resolution 1085-2018

A Resolution authorizing the Mayor and City Clerk to execute a Three Year Economic Development Services Agreement with Quad Cities First for FY 2019, FY 2020 and FY 2021.

Explanation: Several of the larger municipalities in the Quad Cities have asked Quad Cities First and the

Chamber of Commerce to prepare an Economic Development Services Agreement to provide a more defined scope of services provided by the Quad Cities Chamber staff; a standardized, equitable fee structure for membership; and a clarification of the roles and responsibilities in the provision of economic development services to the municipal clients. The attached agreement formalizes these expectations and implements a single, per capita rate for membership in the Chamber of Commerce and Quad Cities First. The implementation of the per capita rate of $1.31 in FY 2019 will save the City of Moline $18,415 over the current structure. Additional documentation attached.

Fiscal Impact: Quad Cities Chamber/QC First Dues will be $56,585 in FY 2019, which is $18,415 less than the prior year.

6. Council Bill/Resolution 1086-2018

A Resolution authorizing the Mayor and City Clerk to adopt the updated City of Moline Community Development Block Grant Program Policies and Procedures Manual.

Explanation: On June 4, 2018, the Citizens Advisory Council on Urban Policy approved key amendments, as well as corrections of scrivener’s errors, to the current Community Development Block Grant Program Policies and Procedures Manual with a recommendation to City Council for approval. Updates include implementation to a new Sidewalk Program, Lead Hazard Control Program and Lead Relocation Program. These amendments are necessary to continue to adhere to the established regulatory policies as outlined in Title 1 of the Housing and Community Development Act of 1974 as amended.
