City of East Moline Committee of the Whole met May 21.

Here is the minutes provided by the Committee:

Roll Call

Mayor Freeman called the meeting to order and directed City Clerk Arletta D. Holmes to call the roll. The following Aldermen were present: Alissa Sallows, Gary Almblade, Nancy Mulcahey, Ed DeJaynes, Gary Miller, David Brown, and Jose Rico. 7:20p.m.

2018 Mft Pcc Patching (Mr. Miller, Engineering)

The 2018 Mft Pcc Patching project consists of several areas throughout residential areas in the city. A map is attached showing the general area of patching for this summer. These areas are extensively cracked and pothole filed, water is often pooling in the lanes and calls for maintenance are prevalent. These streets have not had a major repair since before 2007. The streets are in neighborhoods where complaints are received from the residents and the Engineering Department receives complains from Aldermen and City Staff. This patching program has been set aside for residential areas not thoroughfares. The overlay of these streets will improve the drainage and reduce the maintenance required in this area.

The City Engineering Department puts together all Specifications and Bid Documents for this project. Bids were opened on May 7, 2018 at 10:00am in the conference room at the Maintenance and Engineering building in East Moline. The low bidder for the project is Walter D. Laud, Inc. The bids are for removal of existing failing areas to be delineated by the Engineering Department, preparation of the base material with a new rock base and Pcc patches matching the thickness of the existing pavement. Work is anticipated to begin as soon as the construction contract is awarded. Pending Committee-of-the-Whole approval, the bids will be brought to City Council for final consideration and award of the construction contract.

This is not a budgeted item.

Recommendation:

Approve sending the low bid by Walter D Laud Inc. to City Council for approval.

A motion was made by Alderman Sallows, seconded by Alderman Miller, to concur with the recommendation as presented. Upon roll call the following voted in favor: DeJaynes, Miller, Brown, Rico, Sallows, Almblade, and Mulcahey. Motion carried.

A motion was made by Alderman DeJaynes, seconded by Alderman Miller, to adjourn the Committee-of-the-Whole meeting. Upon roll call the following voted in favor: DeJaynes, Miller, Brown, Rico, Sallows, Almblade, and Mulcahey. Motion carried. 7:23 p.m.
