Village of Orion Finance Committee met June 20.

Here is the minutes as provided by the committee:

A meeting of the Finance Committee was held June 20, 2018 at 4:00 p.m. at Village Hall, 1202 4th Street, Orion, Illinois. Members present: Peterson, Newman, and Drucker. 


Credit card receipts were reviewed and compared to the statement. All was found to be in order.

Trustee Newman said better job descriptions for village employees need to be formulated and used to set levels of performance and expectations. Trustee Drucker questioned indicators and how employees would be assessed. Once critical markers of job performance are identified, Trustee Drucker asked if paperwork would be created that the board would be unable to follow up. There was discussion about a village administrator and concern about paying for such a position. The village’s experienced workforce alleviates some issues but personnel issues can be difficult and may be better managed by an administrator. Retirements could bring a loss of institutional knowledge. Trustee Newman recommended the village treasurer get additional hours to ease the transition of Clerk Sampson’s retirement, expected in about three years. She could also get some additional hours immediately in order to free up the clerk’s time to address important issues like helping with the TIF district extension and seeking developers interested in pursuing senior housing in Orion. If the treasurer is consistently scheduled to work 30 hours a week or more, she would become eligible for additional benefits.

Trustee Newman said he would like to continue to pursue the safety of walkers and runners in the community. He suggested providing a map in the quarterly newsletter for runners and walkers to trace their routes to help determine the need for more sidewalks or improved lighting or a walking path.

The committee agreed the village needs to keep pushing for elderly housing development. Clerk Sampson said she had information and contacts but was waiting for the extension of the TIF district so it could be used as an incentive for a potential developer. Clerk Sampson told the committee a representative working with Tom Jacob’s law firm said it could take a year for the extension to be approved, if all affected taxing bodies involved in Orion’s TIF district pose no objections. The district extension must be approved by the state legislature.

There being no further business to come before the committee, the meeting was adjourned.
