City of Moline City Council met October 16.

Here is the minutes as provided by the council:

Council Meeting: The City Council meeting came to order at 9:10 p.m. The Council met in regular session in the Council Chambers at City Hall.


Pledge: The Council and audience recited the Pledge of Allegiance.

Invocation: Alderman Parker gave an Invocation.

Roll Call: Roll call was taken with Mayor Acri, Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg present.

Items on Consent:

Approval of Minutes & Appointments

Committee-of-the-Whole and Council meeting minutes of October 9, 2018, appointments made during Committee-of-the-Whole on October 16, 2018, and the September Financial Report.

Second Reading Ordinances

1. Council Bill/General Ordinance 3038-2018

An Ordinance amending Chapter 15, “GARBAGE AND TRASH,” of the Moline Code of Ordinances, Section 15-2100(a)(4), “Commercial and industrial buildings,” by enacting one new subsection (a) thereto pertaining to food establishments with drive-through service; and Section 15-2205, “PENALTY,” by enacting one new subsection (b) and consecutively renaming the remaining subsection.

2. Council Bill/General Ordinance 3039-2018

An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Appendix 10 thereof, “PARKING PROHIBITED AT ANY TIME,” by including 25th Street, on the east side, from Avenue of the Cities north to the alley located between Avenue of the Cities and 19th Avenue.

Resolutions

3. Council Bill/Resolution 1133-2018

A Resolution authorizing the Human Resources Manager to accept a proposal from USI Insurance for cyber liability insurance for a period from October 23, 2018 through December 31, 2019.

4. Council Bill/Resolution 1134-2018

A Resolution supporting a grant application to the Illinois Housing Development Authority for the Illinois Affordable Housing Trust Fund Single Family Rehabilitation Program, Round 2 with Roof Only Option Program for a total amount of $960,000; and Authorizing City staff to do all things necessary to apply for the Illinois Affordable Housing Trust Fund Single Family Rehabilitation Program, Round 2 with Roof Only Option Program Grant.

5. Council Bill/Resolution 1135-2018

A Resolution authorizing the Mayor and City Clerk to execute a contract with Quality Control Restoration, LLC for Fire Station #2 Roof for the amount of $28,194.00.

6. Council Bill/Resolution 1136-2018

A Resolution authorizing the Mayor and City Clerk to execute a Contract with Brandt Construction Co. for Project #1281, Radar Road Water Main Extension, Phase 1.

7. Council Bill/Resolution 1137-2018

A Resolution authorizing an appropriation of $40,000 in additional façade funds from the 2018 General Fund Contingency.

8. Council Bill/Resolution 1138-2018

A Resolution authorizing the purchase of five (5) 2019 Peterbuilt 520 Chassis and NewWay Automated Refuse Collection Bodies from Elliott Equipment Company for the amount of $1,087,710.

Omnibus Vote: Alderman Parker, seconded by Alderman Berg, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg; nays: none.

Second Reading Ordinances

9. Council Bill/General Ordinance 3040-2018

An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Appendix 6 thereof, “YIELD INTERSECTIONS,” by repealing Fourteenth Street’s preference over Twenty-Fifth Avenue.

Approved: Alderman Parker, seconded by Alderman Wendt, moved to approve Council Bill 3040-2018. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg; nays: none.

10. Council Bill/General Ordinance 3041-2018

An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Appendix 5 thereof, “ALL-WAY STOP INTERSECTIONS,” by including Fourth Street and Twenty-Eighth Avenue.

Approved: Alderman Parker, seconded by Alderman Wendt, moved to approve Council Bill 3041-2018. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker and Berg; nays: Alderman Waldron.

Resolutions

11. Council Bill/Resolution 1139-2018

A Resolution authorizing approval of Change Order #2 with Langman Construction Company for Project #1284, 32nd Street Reconstruction, 15th – 18th Avenues, in the amount of $26,776.66.

Approved: Alderman Parker, seconded by Alderman Berg, moved to approve Council Bill 1139-2018. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Waldron and Berg; nays: none. Alderman Schoonmaker abstained for business reasons.

First Reading Ordinances

12. Council Bill/Special Ordinance 4055-2018

A Special Ordinance granting a temporary modification to Section 28-3200(a) and Section 35-4218 of the Moline Code of Ordinances to delay the construction of sidewalks for property located at 1122 5th Avenue with the condition that the applicant install a new sidewalk along the 11th Street (alley) frontage from the end of the existing sidewalk to 6th Avenue and correct any damaged panels of the existing sidewalk and be required to install ADA compliant ramps at the 6th Avenue intersection.

Council, Staff and Citizen Comments:

Alderman Rodriguez thanked everyone for the stop sign on 4th street and 28th Avenue. The area residents appreciate it. Sarah Mark, Fleet Administrative Assistant, also received a call from a resident expressing appreciation for this stop sign.

Alderman Parker mentioned the 12th Street and 21st Avenue traffic control bump outs item in Administrator Maxeiner’s most recent Friday Report. Alderman Parker drove by the area today and noticed that there are more sticks lying around. He requested that City staff remove these items before it snows. Mayor Acri mentioned that Administrator Maxeiner is going to coordinate a pedestrian safety presentation after the budget season.

Alderman Waldron requested an update from J.D. Schulte, Public Works Director, on the 12th Avenue road construction near Wilson Middle School. Director Schulte shared that he believes the 12th Avenue road construction is almost complete. However, he will obtain an update. Alderman Waldron shared that he has received phone calls from parents that pick up and drop off students at Wilson Middle School. Director Schulte mentioned that IDOT had to let the project, so the City is subject to IDOT’s timing. In the future, Mayor Acri would like to offer incentives to contractors to finish projects in a timely manner. In addition to Wilson Middle School, there are businesses on 12th Avenue that are affected by said road construction.

Executive Session:

Alderman Berg, seconded by Alderman Parker, moved for Executive Session, for the purpose of discussion of Price Setting for Sale or Lease of Real Property-5 ILCS 120/2(C)(6). Motion carried on roll call with the following vote: Ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg; nays: none.

City Council convened in Executive Session at 9:24 p.m.

Alderman Potter moved to adjourn Executive Session, seconded by Alderman Berg. Motion approved unanimously.

Council reconvened in open session at 9:35 p.m.

On motion of Alderman Parker, seconded by Alderman Wendt, Council adjourned at 9:36 p.m.

The next regularly scheduled City Council meeting is on October 23, 2018.
