1. Council Bill/Special Ordinance 4060-2018
A Special Ordinance providing for the temporary financing by the City of Moline, Illinois for a fence for the new dog park by authorizing issuance of $50,000 in a Revenue Anticipation Note and purchase of the same by the General Fund of the City of Moline, Illinois, appropriating monies for said purposes, and authorizing execution of any related documents.
Explanation: On October 23, 2018, City Council directed the TIF #3 Fund to issue a Revenue Anticipation Note to be purchased by the General Fund.
Fiscal Impact: $50,000 reduction in General Fund Reserves Public Notice/Recording: N/A

2. Council Bill/General Ordinance 3053-2018
An Ordinance amending Chapter 5, “AMUSEMENTS,” of the Moline Code of Ordinances, Article I, “VIDEO GAMING,” by repealing said article in its entirety and enacting in lieu thereof one new Article I, “VIDEO GAMING,” relating to the same subject matter.
Explanation: The City adopted Council Bill/General Ordinance No. 3019-2012 in July 2012 to allow video gaming terminals in licensed establishments within the City and to allow the City and eligible establishments to pursue video gaming as a potential revenue source. The City Council finds and declares that it is in the best interests of the general health, welfare and safety of its residents to regulate both the licensed establishments and the terminal operators involved in video gaming, and to institute a new license for terminal operators and to impose a fee upon terminal operators of video gaming terminals within the corporate limits of the City of Moline. This ordinance provides for such changes. As of December 4, 2018, there are 155 Video Gaming Terminals in the City. The attachment to this item includes a redline of the ordinance to show changes made and a final version of the proposed ordinance. Additional documentation attached.

3. Council Bill/General Ordinance 3054-2018
Approval of an Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC” of the Moline Code of Ordinances, Appendix 23 thereof, “OFF-STREET LOTS,” by deleting LEASED LOTS: B-Lot – 1500 block of Seventh Avenue and adding in lieu thereof TWO HOUR LOTS: B-Lot – 1500 block of Seventh Avenue, spaces 26-50 and LEASED LOTS: B-Lot – 1500 block of Seventh Avenue, spaces 1-25 and 51-72.
Explanation: The proposed parking change in Lot B will eliminate 25 underutilized, leased parking spaces, and provide twenty-five (25) two-hour parking spaces to benefit the neighboring businesses.

4. Council Bill/General Ordinance 3055-2018
An Ordinance making Appropriations for Corporate Purposes for the Fiscal Year beginning January 1, 2019 and ending December 31, 2019.
Explanation: This is the annual Appropriation Ordinance which is required to be passed by State Statute. This Ordinance allows the City to expend funds during the fiscal year 2019.
Fiscal Impact: This Ordinance is necessary as an authorization granted by the City Council to make expenditures and to incur obligations during the fiscal year 2019.
Public Notice/Recording: Finance Department will File with the County Clerk 5. Council Bill/Special Ordinance 4061-2018
A Special Ordinance requesting the County Clerk to not extend 2018 taxes for payment of all principal and interest on City of Moline General Obligation Corporate Purpose Bonds.
Explanation: Annually, the City of Moline instructs the County Clerk not to extend property taxes for municipal bonds. Principal and interest on all City General Obligation Bonds are paid from other revenue sources. The 2018 abatement ordinance must be filed with the County Clerk by the last day of January 2019. Fiscal Impact: This ordinance must be passed and filed or the County Clerk will extend additional property taxes for 2018 collectible 2019 tax bills.

6. Council Bill/Special Ordinance 4062-2018
A Special Ordinance setting the annual meetings schedule for 2019; and authorizing City staff to do all things necessary to notify the media of the 2019 annual meetings schedule.
Explanation: Pursuant to City ordinance, an annual meetings schedule of the City Council’s proposed regular meetings for the next calendar year must be prepared and provided to any local media that has filed an annual request for said schedule. This ordinance will set the 2019 City Council Board/Committee Meetings Schedule and authorize the required notification. Additional documentation attached.
