Second Reading Ordinances
1. Council Bill/General Ordinance 3014-2019
An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Appendix 10 thereof, “PARKING PROHIBITED AT ANY TIME,” by deleting Twenty- seventh Street, on the west side, from Twelfth Avenue north for a distance of 350 feet and adding in lieu thereof Twenty-seventh Street, on both sides, from Sixth Avenue to Twelfth Avenue.
Explanation: In accordance with recent Committee-of-the-Whole discussions, City staff proposes to prohibit parking on both sides of 27th Street, between 6th Avenue to 12th Avenue, to accommodate the installation of new bike lanes.

Resolutions
2. Council Bill/Resolution 1056-2019
A Resolution amending the current Revenue Reciprocal Agreement on Exchange of Information between the City of Moline and the Illinois Department of Revenue to update the City’s authorized personnel under the agreement.
Explanation: This resolution will amend the current Reciprocal Agreement on Exchange of Information to add the President/CEO of Renew Moline and update the names of employees needing access. This amendment must be approved to allow the City to continue receiving confidential sales tax information by its authorized personnel from the Illinois Department of Revenue. Additional documentation attached.

3. Council Bill/Resolution 1057-2019
A Resolution authorizing the Mayor and City Clerk to execute an Intergovernmental Agreement between the City of Rock Island and the City of Moline to provide residential refuse collection and disposal services for the Rock Island Arsenal, Rock Island, Illinois; and authorizing all appropriate City of Moline officers and staff to do all things necessary to complete each of the City’s responsibilities pursuant to the Intergovernmental Agreement.
Explanation: The United States Government has issued requests for proposals for local governments to provide refuse and recycling removal and disposal from the Rock Island Arsenal, and the cities of Moline and Rock Island seek to work cooperatively to provide such services to the Arsenal. The City of Moline has executed an Intergovernmental Support Agreement with the United States Government to provide these services with the understanding that the City of Rock Island will provide a portion of the services, specifically, the refuse collection and disposal. The cities will provide the refuse services for a five-year period beginning April 1, 2019, and Moline will pay Rock Island based on an established rate schedule, per housing unit per month (see paragraph 3 of the Agreement). This Agreement is designed and intended to enhance the public health, safety, and welfare, and to provide efficiencies to its parties and their residents. Additional documentation attached.

4. Council Bill/Resolution 1058-2019
A Resolution authorizing the Mayor and City Clerk to execute an amendment to the existing agreement between the City of Moline and Midland Davis Corporation for curbside recyclable waste services for the City of Moline to allow for the inclusion of recycling removal and disposal services for the Rock Island Arsenal, Rock Island, Illinois.
Explanation: The City and Midland Davis Corporation executed an Agreement for Curbside Recyclable Waste Services for the City (“Moline Agreement”) on April 17, 2018, pursuant to Council Bill/Resolution No. 1037- 2018, and they have had a longstanding and successful contractual relationship for Midland’s services under previous agreements. The United States Government has issued requests for proposals for local governments to provide refuse and recycling removal and disposal services from the Rock Island Arsenal, and Moline and Midland seek to work cooperatively to provide such recycling services to the Arsenal. Moline has executed an Intergovernmental Support Agreement and corresponding Performance Work Statement with the United States Government with the understanding that Midland will provide the recycling services as part of its existing Moline Agreement. Moline and Midland will provide the recycling services to the Arsenal for a period of five years starting April 1, 2019, and Midland will charge the same price for each Arsenal housing unit that it charges per household per month under the Moline Agreement. 6. Council Bill/Resolution 1060-2019
A Resolution accepting the actuarial valuation reports submitted by Lauterbach & Amen for the contribution year ending December 31, 2018, for the City of Moline Police and Firefighters’ Pension Funds.
Explanation: The sworn Police and Fire personnel of the City of Moline are covered by two pension plans that are defined-benefit, single-employer pension plans. The purpose of the annual actuarial valuation reports is to provide the annual recommended amounts for the City’s employer contributions. Todd Schroeder, an actuary with Lauterbach & Amen, will present the reports and answer questions. Additional documentation attached.
Fiscal Impact: Increases the funding levels by $308,922 for Police Pension and by $445,808 for
Firefighters’ Pension.

First Reading Ordinances
7. Council Bill/General Ordinance 3015-2019
An Ordinance amending Chapter 35, “ZONING AND LAND DEVELOPMENT,” of the Moline Code of Ordinances, Section 35-1203, “DEFINITIONS,” by enacting new subsections (31a) and (112a) for the definitions of “Building Mounted Solar Systems” and “Freestanding Solar Systems,” respectively; and Section 35-3415, “ACCESSORY TRANSPORTATION AND UTILITY LAND USES,” by repealing said section in its entirety and enacting in lieu thereof one new Section 35-3415 dealing with the same subject matter.
Explanation: With recent proposed projects related to solar panels facing hurdles, the Land Development Manager worked with the Historic Preservation and Plan Commissions to find ways to encourage green economic development. The changes also decrease the time needed for City approvals by removing special use permit requirements for projects located in the downtown historic district. Other changes related to flat roof mounted and wall mounted systems have been included since they were not previously discussed and projects of this type have been proposed.
