City of Colona City Council met May 13.

Here is the minutes provided by the council:

CALL TO ORDER: 6:30 p.m.

ROLL CALL:

Mayor Lack, Attorney Wright, Aldermen Hillman, Holman, Shady Dahl, Jones, Clerk Winegar answered present. Aldermen Feliksiak, Swemline, King, Tapscott were absent

STAFF PRESENT:

C. Lenth Public Works Director

M. Swemline Police Chief

M. Winters Office Manager

PUBLIC COMMENTS:

> Jacki Catour addressed the council and residents who were present about the senior center. She began by saying the City had a Mapping Committee several years ago who decided the City would benefit by having an active senior center. When it first opened it was a pretty busy place. As the years have gone by, it seems that the roll of retirees is changing. A lot of them are raising grandchildren, working, and other things that keep them active. The committee tried to keep the center going as long as it could; however, last summer it became evident that they would need to close the center. Jacki thanked Donna Chance for her efforts to keep the center active. The committee, Jacki, Donna, Corla Swan and Cheri Powell took about a month going through the center. organizing for a sale. She is here tonight to present checks for $2,466 to the Colona Food Pantry and the Kewanee Senior Center. These checks are the profits from the sale and the money the senior center had on hand. She then presented a check for $2,466.69 to Jan Miller representing the Colona Food Pantry and one for $2,466.68 to Kassandra representing the Kewanee Senior Center. Both recipients thanked Jacki for the donation and Kassandra reported that the Kewanee Senior Center is still serving 39 people in Colona hot meals.

MAYOR'S REPORT:

> Mayor Lack informed the council that May 27, 2019, the date of the next meeting, is Memorial Day; therefore, the council meeting will be held on Tuesday, May 28, 2019 at 6:30 p.m. at City Hall.

APPROVAL OF MINUTES:

> Alderman Hillman made a motion to approve the council minutes of April 22, 2019. Alderman Shady-Dahl seconded. Roll call; Aldermen Hillman, Holman, Shady-Dahl, Jones, voted yes. Aldermen Feliksiak, Swemline, King, Tapscott were absent. Mayor Lack cast the deciding vote with a yes. Motion passed with 5 affirmative votes, 4 absent.

CONSENT AGENDA: 

Alderman Holman made the motion to approve consent agenda items:

1. Payment of bills for the period April 23 - May 13, 2019 

2. Payment of manual bills for the period April 23 - May 13, 2019 

3. Payroll for the period April 26 - May 10, 2019

4. Treasurer's Report for April 2019 

Alderman Shady-Dahl seconded. Roll call: Aldermen Holman, Shady-Dahl, Jones, Hillman voted yes. Aldermen Swemline, King, Tapscott, Feliksiak were absent. Mayor Lack cast the deciding vote of yes. Motion passed with 5 affirmative votes, 4 absent.

COMMITTEE REPORTS: 

Public Works Committee: (Alderman Swemline, chair; Aldermen Jones, Feliksiak, members, C. Lenth, staff). A copy of these minutes is available at City Hall and on the City's website.

> Alderman Holman made a motion to reduce the letter of credit by $225k to $75k for the Stonebridge developer. Chris Lenth was asked about the status of the punch list and is everything ok. His reply was the punch list is complete and everything is ok. Alderman Shady-Dahl seconded. Roll call: Aldermen Shady Dahl, Jones, Hillman, Holman voted yes. Aldermen King, Tapscott, Feliksiak, Swemline were absent. The Mayor cast the deciding vote of yes. Motion passed with 5 affirmative votes, 4 absent.

CLERKS REPORT:

1. The City received the Parade Permit to close Rt 84 for the Memorial Day Parade. 

2. The County Clerk has accepted our budget. 

3. The Public Safety Committee will not meet in May or June due to scheduled absences.

OLD BUSINESS:

1. Alderman Holman made a motion to approve the lease for Café on the Lake at CSFP. Alderman Hillman seconded the motion. A voice vote of all ayes was received. 

2. Alderman Holman made the motion to approve a temporary liquor license for the Memorial Day Parade Committee, Alderman Hillman seconded. A voice vote of all ayes was received.

NEW BUSINESS:

1. Alderman Hillman made a motion to approve liquor and video gaming licenses for: 

a. Grease Monkey's Sports Bar & Grill Inc. 

b. BJ's Games & Liquor 

c. Colona Slot Spot

d. Charlie's Tap Alderman Holman seconded. Roll call: 

Aldermen Jones, Hillman, Holman, Shady Dahl voted yes. Aldermen Tapscott, Felilksiak, Swemline, King were absent. Mayor Lack cast the deciding vote as a yes. Motion passed with 5 affirmative votes, 4 absent

2. Alderman Holman made the motion to approve liquor licenses for:

a. Lavender Crest Winery 

b. 7-11 

c. Expresslane

d. BG Mini Mart 

Alderman Hillman seconded. Roll call: Aldermen Hillman, Holman, Shady-Dahl, Jones voted yes. Aldermen Feliksiak, Swemline, King, Tapscott were absent. Mayor Lack cast a deciding vote of yes. Motion passed with 5 affirmative votes, 4 absent.

ADJOURN: 

Alderman Hillman made a motion to adjourn.

1. Before the second to the motion, Alderman Holman asked if Public Works could do something about the landscaping bricks around the center of the rock at the police station. Chris Lenth replied that repairs would be taken care of before Memorial Day. Alderman Holman asked if we could just remove that area and expand the parking lot. The reply was no because there is a manhole just below there. 

2. Alderman Holman donated a surveillance system to the police department so they could have additional surveillance. 

3. Alderman Jones said he contacted his home owner's insurance company about the City's ISO rating going down and his insurance rates did decrease. He urged everyone to follow Fire Chief Swan's advice and contact the insurance companies. 

Alderman Shady-Dahl seconded. A voice vote of all ayes was received. Meeting adjourned at 6:50 p.m.
