City of East Moline City Council met June 17.

PLEDGE:
Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.
ROLL CALL
Mayor Freeman called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll. The following Aldermen were present: Larry Toppert, Gary Almblade, Nancy Mulcahey, Jayne O’Brien, Frederic Kotoku, Maria Tapia, and Jose Rico.
PUBLIC COMMENT:
Larry Simoeus, 4114 8th Avenue, East Moline - Topic discussed tagging unlicensed vehicles.
Mayor Freeman informed Mr. Simoeus that the 62 cars have been ticketed this month with more to come from 2nd Avenue to 27th Street and across the Rail Road tracks.
CITY CLERK’S REPORT
City Clerk Arletta Holmes passed.
ADDITIONS/CORRECTIONS TO AGENDA:

CONSENT AGENDA:
City Clerk Arletta D. Holmes read the Consent Agenda that included the following:
a. Approval of Salaries of June 13, 2019 in the amount of $451,467.54.
b. Approval of Bills in the amount of $937,026.97.
A motion was made by Alderman Almblade, seconded by Alderman Frederic, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: O’Brien, Frederic, Tapia, Rico, Toppert, Almblade and Mulcahey. Motion carried.

CITY ATTORNEY LINCOLN SCOTT PRESENTED THE FOLLOWING ORDINANCES AND RESOLUTIONS:
19-18: AN ORDINANCE OF THE CITY OF EAST MOLINE AMENDING TITLE 3 “BUSINESS REGULATIONS”, CHAPTER 7 “LIQUOR DEALERS”, SECTION 3-7-6 “LICENSE FEES” OF THE CITY CODE OF THE CITY OF EAST MOLINE, ROCK ISLAND COUNTY, ILLINOIS.
City Administrator, Mr. Maxeiner requested that Ordinance 19-18 be pulled from this Agenda as it is on the Agenda to be discussed in tonight’s Committee of the Whole.
19-19: AN ORDINANCE OF THE CITY OF EAST MOLINE AMENDING TITLE 10 “ZONING REGULATIONS”, OF THE CITY CODE OF THE CITY OF EAST MOLINE, ROCK ISLAND COUNTY, ILLINOIS.
A motion was made by Alderman Almblade, seconded by Alderman O’Brien, to waive the reading of Ordinance 19-19. Upon roll call the following voted in favor: O’Brien, Frederic, Tapia, Rico, Toppert, Almblade and Mulcahey. Motion carried.

19-39: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE GRANT AGREEMENT BETWEEN THE CITY OF EAST MOLINE AND FEMA FOR THE ASSISTANCE TO FIREFIGHTERS GRANT.
A motion was made by Alderman Almblade, seconded by Alderman Rico, to approve Resolution 19-39. Upon roll call the following voted in favor: O’Brien, Frederic, Tapia, Rico, Toppert, Almblade and Mulcahey. Motion carried.
COMMITTEE-OF-THE-WHOLE (Alderman Mulcahey)
Alderman Mulcahey had no items for discussion. All items have been covered under the Consent Agenda, Resolution, or Ordinance.
CITY STAFF COMMUNICATION:
Each City Staff member present was given the opportunity to inform the City Council and those present of events in their departments:
John Reynolds, Chief EMPD – Chief Reynolds informed the City Council of the upcoming activities. Movie Night in the Park, Friday, June 21, 2019 - Mary Poppin’s returns at 8:30 p.m.
Active shooters training, Monday, June 24, 2019. Interested parties contact Chief Reynolds.
Annika Whiting, Finance Director – Ms. Whiting informed the City Council that updated flood information will be provided early this week or next week.
Mr. Maxeiner - City Administrator – Mr. Maxeiner informed the City Council of the following information.
Mississippi Valley Blues Festival will be held July 5th and 6th at Murphy Park, they are expecting approximately 1,500 people on Friday and 2,500 on Saturday.
Event Center at the Bend had their first event was a Wedding reception.
Special Service Area Commission (SSA) they are scheduled to review the final draft of there by laws.
Mr. Kammler, Director of Engineering – Mr. Kammler updated the City Council on the ongoing City projects.
Mississippi River finally going below flood stage.
7th Street Project will be having the East side worked on weather permitting.
Water Main progressing between 3rd Street and 4th Street.
Rob DeFrance, EMFP – Chief DeFrance informed the City Council that they are now accepting applications for Firefighters positions. Agility test will be held on July 12, 2019 the process will take approximately 8 weeks. For more information check the East Moline City web site.
Mr. Lambrecht, Director of Maintenance Services – Mr. Lambrecht stated that the river is down to 10.2 feet and Sugar Creek still has 2 feet to go. Empire park is still damp
