City of Silvis Playground and Recreation Board met Aug. 1.
Here is the minutes provided by the board:
Members present: Juan Escontrias, Bruce Nelson, Bob Roman Chris Baker and Carrie Toland Members absent: --
Also present: Park Lead, Dave Hayes
Juan Esconstrias called the meeting to order at 6:33 pm.
Bob Roman made a motion to accept the minutes from July as written, with two exceptions. Carrie Toland was absent (name listed in both present and absent). Additionally, Bob Roman called the meeting to order and Bruce Nelson made a motion to accept the minutes for the previous minutes. Motion seconded by Bruce Nelson. All ayes – motion carried.
Juan Esconstrias read the bills.

Old business:
Friendship park storage shed: The pad was poured and the new shed is up. The electrician will complete the wiring next week.
Friendship park batting cages: The new cage locations have been cored out. Fabric and lime will be put down next. The fencing won’t be started until the middle of the month.
Flag poles: New poles have been installed at Friendship and Schadt Park.
Schadt Park parking lot: Additional bids are being obtained for the overlay with some additional parking capacity.
Schadt Park concession stand: RP Lumber provided a drawing. There are some changes that are needed. Bob and Bruce will talk to Jim Grafton to discuss. The board is concerned that the construction won’t be complete by winter.
Phipps Prairie Park: Dave is connecting with another resource to get some input on how to care for a butterfly garden and restore the prairie grass at Phipps.
Moonlight Parade: The board would like to donate t-shirts to be given out at the parade. Bob Roman made a motion to donate $3000. Bruce Nelson seconded. All ayes – motion carried.
New business:
Speed connect internet connection: Dave shared there are reliability issues. The board requests that a representative from Speed Connect attend the meeting on September 5th to discuss on-going issues with the connection.
The board would like to create a five-year improvement plan. The board would like to have a special session to tour the parks and develop the plan on September 21st at 9:00am, meeting at the Complex. The board requests that Jim Nelson publish this date if necessary.
Agenda for next meeting:
Finalize Schadt Park concession stand and parking lot. Update on Phipps Prairie park
Bob Roman made a motion to adjourn the meeting at 8:22 pm. Motion seconded by Bob Roman. All ayes – motion carried.
