City of Silvis Playground and Recreation Board met Sept. 5.

Juan Esconstrias called the meeting to order at 6:30 pm.
Bob Roman made a motion to accept the minutes from August as written. Motion seconded by Bruce Nelson. All ayes – motion carried.
Juan Esconstrias read the bills.

Old business:
Speed connect internet connection: The board expected the bill to decrease based on cancellation at two locations, but it hasn’t changed – request that Jim Nelson follow-up on the monthly bill amount.
Moonlight Parade: Due to scheduling conflict, board did not participate. Previously agreed to $3000 expense for T-Shirts was cancelled.
Friendship park batting cages: Poles are up and just waiting on fencing – expecting it to be completed by month end.
Schadt Park parking lot: $49,875 is the revised bid from Tri-City Blacktop. This cost will be split between Park and Rec and Building and Grounds.
o Carrie Toland made a motion to accept the bid and begin construction as soon as possible, avoiding conflicts with McGehee rentals. Chris Baker seconded the motion. All ayes – motion carried.
Schadt Park concession stand: RP Lumber provided a revised drawing. Construction has already begun. Bruce Nelson is coordinating the project on behalf of the park board.
Phipps Prairie Park: Dave connected with a resource (Mick) to discuss the care of the prairie grass at Phipps and has a plan to kill the weeds and re-seed the area.
The board would like to create a five-year improvement plan. The board would like to have a special session to tour the parks and develop the plan on September 28th at 12:30pm, meeting at the Complex. The board requests that Jim Nelson publish this date if necessary.
New business:
The schedule is complete for the fall volleyball league, starting September 18th.
Dave shared his plan for updating dugouts at Friendship Park and Laity Field at Schadt Park. He also priced out Poly Cap for Friendship Park fields and the pickle ball courts at Friendship.
o Bruce Nelson made a motion to have price compare and then move forward with a purchase for all three diamonds at Friendship, Friendship Pickleball court, Laity Field and Hibbs Field. Bob Roman seconded the motion. All ayes – motion carried.
