Village of Orion Village Board met Jan. 6.

Here is the minutes provided by the board:

The regular meeting of the President and Board of Trustees was held at 7:00 p.m., January 6, 2020 at Village Hall, 1202 4th Street, Orion, Henry, Illinois. The following members were present: Cooper, Nelson, Mitton, Hancock, Dunlap, Drucker. Absent: Newman.

President Cooper called the meeting to order and led the board in the Pledge of Allegiance. He noted Trustee Newman was absent due to work obligations.

It was moved by Drucker, seconded by Nelson to approve the minutes of the meeting held December 16, 2019. Ayes: Nelson, Mitton, Hancock, Dunlap, and Drucker. Noes: None. Absent: Newman.

Mr. Ron Thompson asked for volunteers who could help dismantle the Christmas tree in Central Park at 1 p.m., Sunday, January 12th. Since President Cooper will be out of town, Trustee Mitton was deemed to be in charge of the event.

The starter on the red truck will be replaced Thursday, January 9th. Trustee Nelson will contact Mr. Shane Larson from Hutchison Engineering to discuss upcoming projects.

Street Supt. Neil Dahl said he removed all but one Christmas decoration from Central Park. The remaining decoration will take more than one person to maneuver.

Sewer Supt. Chris Lundburg said the main influent pumps were installed, which were included in the budget.

Trustee Drucker reported a heater control problem in the east pump house. Also, the new meter reader, hired to begin reading meters in January, quit. Water and sewer employees will finish reading the meters for the month, and Kendal Tomlinson was selected from a pool of prior applicants to begin the job in February.

During the school’s Christmas break period, vehicles were found to have driven in the grass in Love Park. The police have been made aware of the violation.

President Cooper is working with the Orion High School baseball coach to get wire that was removed from the face of the dugouts in Love Park replaced.

The next Finance Committee meeting will be held January 22, 2020 at 4 p.m. in the village hall. The committee will be prioritizing capital improvement projects, which include the rehabilitation of 5th Street, Love Park upgrades, etc.

It was moved by Drucker, seconded by Mitton to approve the FY 2019 audit prepared by Mr. Tom Engelmann. Ayes: Nelson, Mitton, Hancock, Dunlap, and Drucker. Noes: None. Absent: Newman.

President Cooper thanked the board and employees for abiding by their budgets, which helped maintain the village’s excellent financial condition.

It was reported Henry County Deputy Chad Baze is working extra hours to cover for another deputy who is taking leave time.

Trustee Mitton said the security camera server may need to be replaced. At times it has not been recording, though resetting the unit has resolved the problem. The server is of the age that an upgrade should be considered. It will be included in the FY 2021 budget.

Trustee Mitton thanked the employees for putting up and taking down Christmas décor for the season.

Trustee Drucker said the Coulter Trust awarded the village with $15,000 for the last installment of grass infield in Love Park, $3,900 for flashing crosswalk signs, which was not the entire amount requested, and $1,000 for fireworks, which will be passed through to the 4th of July Fireworks Committee. Other items requested but not funded were ornamental street lights and Christmas decorations for Central Park.

It was moved by Drucker, seconded by Hancock to approve Resolution #1920-1, Release Closed Session Minutes – None. Ayes: Nelson, Mitton, Hancock, Dunlap, and Drucker. Noes: None. Absent: Newman.

It was moved by Mitton, seconded by Drucker to enter executive session at 7:17 p.m. to discuss the purchase of real property. Ayes: Nelson, Mitton, Hancock, Dunlap, and Drucker. Noes: None. Absent: Newman.

President Cooper reconvened the meeting in open session at 8:02 p.m.

It was moved by Nelson, seconded by Mitton to authorize President Cooper and Trustee Mitton to negotiate with Mr. & Mrs. Tom Peterson for the purchase of the building at 1000 4th Street, up to $90,000, with a three-month option valued at $500. Ayes: Mitton, Nelson, and Dunlap. Noes: Hancock and Drucker. Absent: Newman.

There being no further business to come before the meeting it was moved by Drucker, seconded by Mitton to adjourn. Ayes: Nelson, Mitton, Hancock, Dunlap, and Drucker. Noes: None. Absent: Newman.
