All items under the consent agenda are considered to be routine in nature and will be enacted by one motion. There will be no separate discussions of these items unless a Board Member so requests, in which case, the item will be moved from the Consent Agenda and considered as the first item after approval of the Omnibus Vote.

APPROVAL OF MINUTES

Park and Recreation Board meeting minutes of April 23, 2020.

CONSENT AGENDA ITEMS

1. Approval and acceptance of departmental April/May bill payment and departmental April/May revenue, expenditures, capital projects, park reserve and cemetery reports.

2. Consideration of a Special Use Application for Bethany Baptist Church to utilize Stephens Park and both shelters for their annual Vacation Bible School. The event is to be held July 26 – July 31, 2020, from 4:00 p.m. until 9:00 p.m. (this includes set-up and clean-up time).

NON-CONSENT AGENDA ITEMS

1. Angel of Hope Lease and Addendum. (Eric Griffith, Parks Recreation Director)

Explanation: The Angel of Hope lease has been reviewed and updated.

Fiscal Impact: N/A

2. Nomination and Election of Park Board Officers for June 1, 2020 through May 31, 2021. (Eric Griffith, Parks Recreation Director)

Explanation: Park Board President John Knaack will present the nominating committee’s recommended slate of officers to the Board for approval and election.

Staff Recommendation: Staff recommends approval.

Fiscal Impact: N/A

3. Filling of Riverside Pool and Hosting of Fur & Friends (Eric Griffith, Parks Recreation Director) 

Explanation: Parks & Recreation Staff are looking at filling the Riverside Pool from July 27-August 17 in conjunction with the Fur & Friends event on August 16.

Staff Recommendation: Staff recommends approval.

Fiscal Impact: Expense: $4,000 from the chemicals budget (120-1526-452.06-31) and $8,000 from the electrical budget (120-1526-452.04-16). Revenue from the Fur & Friends would be split between Riverside Pool and Butterworth Dog Park.

4. Transfer of $100,000 from the Karstens Playground Project to Help Fund the Pickleball Court Project (Eric Griffith, Parks Recreation Director)

Explanation: Currently the pickleball project has been budgeted at $331,200 along with the Friends of Pickleball have agreed to fundraise another $100,000 for the total of $431,200. In order to expand the parking lot that is shared with the swimming pool, and expand the project from 6 courts to 8 courts, the engineer’s estimate for the total project is $574,307. The different from the amount budgeted and the engineer’s estimate is $143,107. Transferring the $100,000 from the Karstens Playground Project would make the pickleball project short just $43,107.

5. Naming Rights of the Pickleball Courts (Eric Griffith, Parks Recreation Director)

Explanation: The Friends of Pickleball inquired about the naming rights of the facility. How much would the naming rights cost and for what period of time. If approved the naming rights would follow the Naming Rights Policy set forth by the Park Board in April of 2013.

Staff Recommendation: Staff is seeking Board’s direction and approval

Fiscal Impact: If approved, the additional funding would go toward construction of the pickleball courts.

6. Shipping Container for the Stephens Park Rolle Bolle Court Use (Eric Griffith, Parks Recreation Director)

Explanation: The Rolle Bolle group that uses the courts at Stephens Park is requesting the City to purchase a 10 x 20-foot shipping container to store supplies at Stephens Park. The cost of the shipping container would be $3,000-$5,000.

Staff Recommendation: Staff does not recommend approval for funding at this time.
