City of Moline City Council met June 2.

Council Meeting: The City Council meeting came to order at 6:28 p.m. The Council met in regular session in the Council Chambers at City Hall.

Pledge: The Council and audience recited the Pledge of Allegiance. Invocation: There was no invocation.

Roll Call: Roll call was taken with Mayor Acri, Aldermen Parker, Wendt, Moyer, Schoonmaker, Waldron and Berg present. Absent: Aldermen Williams and Potter

Items on Consent:

Approval of Minutes

Committee-of-the-Whole and Council meeting minutes of May 19, 2020, and the April Financial Report.

Omnibus Vote: Alderman Parker, seconded by Alderman Berg, moved to approve by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Parker, Wendt, Moyer, Schoonmaker, Waldron and Berg; nays: none.

Resolutions

1. Council Bill/Resolutions 1064-2020

A Resolution amending Resolution No. 1037-2020 establishing certain practices and procedures for the City of Moline during the COVID-19 state of emergency.

Approved: Alderman Parker, seconded by Alderman Berg, moved to approve Council Bill 1064-2020. Motion carried on roll call with the following vote: ayes: Aldermen Parker, Wendt, Moyer, Schoonmaker, Waldron and Berg; nays: none.

2. Council Bill/Resolution 1065-2020

A Resolution approving the Declaration of a Local State of Emergency for the City of Moline in response to the COVID-19 pandemic.

Approved: Alderman Parker, seconded by Alderman Moyer, moved to approve Council Bill 1065-2020. Motion carried on roll call with the following vote: ayes: Aldermen Parker, Wendt, Moyer, Schoonmaker, Waldron and Berg; nays: none.

3. Council Bill/Resolution 1066-2020

A Resolution authorizing City of Moline Mayor Executive Order 2020-05-22, instituting temporary regulatory relief for bars and restaurants due to the COVID-19 Public Health Emergency, be approved, affirmed and continued as per its terms; and establishing certain practices and procedures pursuant to Executive Order 2020-05-22 to temporarily amend and/or suspend restrictions on outdoor dining to assist licensees of bars and restaurants located within Moline during the period that the Illinois Northwest Region is in Phase 3 of the Restore Illinois Plan.

Approved: Alderman Parker, seconded by Alderman Berg, moved to approve Council Bill 1066-2020. Motion carried on roll call with the following vote: ayes: Aldermen Parker, Wendt, Moyer, Schoonmaker, Waldron and Berg; nays: none.

4. Council Bill/Resolution 1067-2020

A Resolution authorizing approval of a proposed amendment (Substantial Amendment 2) to the City of Moline’s 2019 Annual Action Plan, Substantial Amendment 1, approved by Council Bill/Resolution No. 1140-2019, for the purpose of program fund reallocation; and authorizing the Mayor to implement the program activity set forth in the City of Moline’s 2019 Annual Action Plan, Substantial Amendment 2, upon the Department of Housing and Urban Development’s (HUD’s) approval of said Amendment 2.

Approved: Alderman Parker, seconded by Alderman Berg, moved to approve Council Bill 1067-2020. Motion carried on roll call with the following vote: ayes: Aldermen Parker, Wendt, Moyer, Schoonmaker, Waldron and Berg; nays: none.

First Reading Ordinances

5. Council Bill/General Ordinance 3014-2020

An Ordinance amending Chapter 5, “AMUSEMENTS,” of the Moline Code of Ordinances, Section 5- 1101, “LICENSE REQUIRED,” subsection (c), by enacting one new subsection (1), “Exception to limit requirements of subsection (c).”

Council, Staff and Citizen Comments:

Finance Director Carol Barnes reviewed an updated budget, stating that revenues for the first five months of fiscal year 2020 are up $162,000, or just shy of 1%, from what was originally planned. There remains concern for the impact on state-wide revenues, most specifically sales and income tax, of the pandemic and current civil unrest. Food and liquor tax revenue was up 20% in April. Bars and restaurants were hurt by the stay-at-home order; however, it was noted that some with drive-thru service have seen revenues higher than at this time last year. Projected Motor Fuel Tax revenue is off approximately $800 from this time last year. Hotel/motel tax is is about $16,000 higher than anticipated, however this revenue is still low. Investment revenue is up about $800, so is stable, however rates are very low. Within the enterprise funds, water/sewer usage has declined and it is hoped that the total reduction for the year will not exceed 7.5%. For the month of May, revenue is down about $167,000 or 3.7%, but as stated is up overall for the first five months of this year. Barnes requested that Council consider adopting the revised budget. Mayor Acri stated that cuts in revenue have not yet been off-set by cuts in expenditures. This will be reviewed when the budget is next presented to Council.

Interim City Administrator Marty Vanags expressed appreciation for the opportunity to serve the City. He has met with staff to discuss necessary cuts to reach the balanced budget goal, as well as reach the projections presented by the COVID-19 pandemic. Mayor Acri recommended that Council follow Marty’s lead as to when he is ready to present the big picture and a final balanced budget will be ready for review.

Members of the City Council expressed surprise and delight upon hearing from Reverend Ford this evening and shared appreciation of those who peacefully marched in respectful protest. They thanked Chief of Police Darren Gault and his staff for keeping the City safe and secure, and Utilities General Manager Tony Loete and his team for the work they have been doing. The team that helped business owners prepare outdoor dining areas for opening last weekend was acknowledged for their hard work.

Mayor Acri stated that area elected officials and law enforcement has worked to provide a consistent curfew for the entire community. She explained that Scott County initially declared the curfew and Illinois municipalities followed suit. The curfew moving forward from this evening will be the same and will remain in place until rescinded. There were no questions from the Council and no public comment was made.
