Rock Island County Public Works And Facilities Committee met June 8.

Here is the agenda provided by the committee:

Call to order and roll call

Members Present: D. Adams, E. Langdon, R. Morthland, L. Sargent, E. Sowards, B. Westpfahl, R. Reagan [8:35]

Members Absent: None

Other Present: R. Brunk, J. Snider, K. Davis, G. Thorpe, J. Boudi, J. Massa, C. Przybyla

Public Comments – There were no requests for public comment. 

Member R. Reagan is present at 8:35 AM

Approval of the minutes from the June 8th, 2020 Public Works & Facilities meeting

Motion to approve by member D. Adams. Seconded by member: E. Sowards Motion carried

Reports to the Committee

G. Thorpe Zoning and Building reported 98 receipts for the month of May with total net revenue of $37,557.00. Estimated value of all work related building projects came to $4,149,330.00. He also reported 3 housing starts; one in South Moline Township and two in Andalusia Township. Average price per square foot at $129.64.

J. Boudi Geographic Information Systems Director reported that the GIS department is implementing GIS data and online parcel viewing with new DevNet software, working in adding development projects to the Enterprise Zone. There will be a meeting held sometime this month to consider adding to the QC Enterprise Zone. There is continued work in the office on verifying and updating data for the census and updates to the annual tax parcel maps. He also reported that $18,332.00 was received in recorder fee revenue for the month of May bringing YTD balance to $108,009.00

Member E. Langdon asked if that public hearing for the Enterprise Zones would be on a Zoom teleconference or in person. J. Boudi stated that he assumed it would be via Zoom due to current restrictions.

County Engineer, J. Massa reported that the Highway Department has been striping roads; the white lines have been done and will continue with the yellow striping. Engineering staff has been working on a bridge job for Bowling Township.

Member B. Westpfahl asked how soon before the Bowling Township Bridge would be opened. J. Massa stated that it would most likely be two to three weeks, weather permitting.

Consider Zoning Board of Appeals Cases

G. Thorpe reported that the Zoning Board of Appeals Board met on June 3rd, 2020 via Zoom. There was one variance and three special use permits as follows:

a. SU-20-204 Peace Lutheran Church Thrift Shop HA – no objectors present. Zoning Board’s recommendation was to grant.

b. SU-20-206 Likarok LLC Agribusiness CO – no objectors present. Zoning Board’s recommendation was to grant.

c. SU-20-205 Snowstar Corporation Renewal- Summer Events AN – no objectors present. Zoning Board’s recommendation was to grant.

Motion to approve ZBA findings of fact by member R. Morthland. Seconded by member E. Langdon

Consider Highway Items

a. Local Public Agency Agreement for Federal Participation for Section 20-00381-01- DR

Motion to approve by member D. Adams. Seconded by member B. Westpfahl

b. Permit Board Chairman to Approve Low Bid for a June 12th, 2020 State Letting Motion to approve by member B. Westpfahl. Seconded by members E. Langdon and E. Sowards
