Rock Island County Administration

The Governance, Health and Administration Committee met at the above date and time via Teleconference. Chairman J. Deppe called the meeting to order

Call to order and roll call

Member Present P. O Brien, P. Moreno, D. Beck, D. Mielke, L. Boswell Loftin, B. Vyncke R. Brunk Members Absent: R.Oelke

Others Present: D. Hart, L. Ewert, T. Weikert, D. Hart, K. Davis, C. Przybyla

Public Comments – There was one public comment from B. Long

The minutes from the May 2020 meeting were approved with motion by member P. Obrien and seconded by member D. Beck. A voice vote was taken. Motion carried.

Reports to the Committee

County Administrator J. Snider reported that a special meeting of the Board will be scheduled to consider the contracts with the sale of Hope Creek Care Center to Affinity at 6:00 PM.

He also noted that the nursing home received money from the CARES act in the amount of $612,500 due in part to Medicare patient beds at the facility.

He noted the budget process has begun and there will be a review of position budgeting within the County. He estimated that there would be an estimated 30 percent reduction in sales tax revenue due to the coronavirus pandemic. The first meeting of the budget committee is tentatively scheduled for July 8th, at 8:30 am.

Circuit Clerk T. Weikert stated that the office was able to bring back 7 of 15 employees that were previously laid off. The drop in filings and number of cases, revenues are down by about 66%. Filings have dropped 70% which will result in a drop in revenues. Comparing percent of decrease will be considerably more due to an increase in fees due to the Criminal Assessment and Traffic Act.

Consider Proclamation on Racial Disparity, Inequity and Violence

The proclamation was amended with recommended changes to verbiage per Chairman Brunk. Motion to amend by member D. Beck and seconded by P. Moreno

Member L. Boswell-Loftin asked if a revised copy of the proclamation could be sent out to the members before the County Board meeting.
