Approval of Remote Electronic Attendance
Alderman Moyer, seconded by Alderman Waldron, moved to approve the remote electronic attendance of Aldermen Parker, Wendt, Schoonmaker and Berg. Motion passed on roll call with the following vote: ayes: Aldermen Berg, Williams, Parker, Wendt, Potter, Moyer, Schoonmaker and Waldron; nays: none.
Proclamation
A Proclamation from K.J. Whitley, Community Development Program Manager, to proclaim October 25-31, 2020, as “National Lead Poisoning Prevention Week.”

1. A Resolution authorizing an exception to the moratorium on hiring pursuant to Resolution 1051-2020 to hire a Water Plant Manager, Utilities Laboratory Technician, Water Distribution Mechanic, and North Slope Crew Leader to fill current vacancies. Tony Loete, Utilities General Manager, requested that the City Council grant an exception to the hiring freeze and authorize the Human Resources Manager to move forward with the process to hire a Water Plant Manager, Utilities Laboratory Technician and Water Distribution Mechanic to fill current vacancies due to retirements. The vacant North Slope Crew Leader position will be filled at a later date. Loete explained that the positions are critical to providing continuous, safe water to Moline’s public water supply customers and to providing continuous, reliable treatment of the domestic and industrial wastewater. Alderman Wendt made a motion to approve. Seconded by Alderman Waldron. There was discussion. Motion passed on roll call with the following vote: ayes: Aldermen Berg, Williams, Parker, Wendt, Potter, Moyer, Schoonmaker and Waldron; nays: none.
2. A Resolution authorizing an exception to the moratorium on hiring pursuant to Resolution 1051-2020 to hire two firefighters in January 2021 to fill current vacancies and thereafter when practicable based on retirements. Jeff Snyder, Fire Chief, requested that the City Council grant an exception to the hiring freeze and authorize the Human Resources Manager to move forward with the conditional offer of employment testing for two firefighters to be hired in January to fill already vacant positions, and authorize the Fire Chief to request that the Board of Fire and Police Commissioners approve the hiring of additional firefighters in 2021 subject to retirements, and further authorize the Fire Chief to submit the new officers’ names to the Illinois Fire Service Institute for March and September respectively. Alderman Potter, seconded by Alderman Moyer, moved to approve. Motion passed on roll call with the following vote: ayes: Aldermen Berg, Williams, Parker, Wendt, Potter, Moyer, Schoonmaker and Waldron; nays: none.
3. An Ordinance amending Chapter 35, “ZONING AND LAND DEVELOPMENT,” of the Moline Code of Ordinances, by repealing Tables 35-3201.3 and 35-3301.2 in their entirety and enacting in lieu thereof two new Tables 35-3201.3 and 35-3301.2 relating to the same subject matter. Chris Mathias, Property Management Coordinator, stated that the Plan Commission is recommending to City Council the approval of PC 20-09, a request from the City of Moline to amend Tables 35-3201.3 and 35-3301.2 to restrict fence height to six feet. At the July 22, 2020, Plan Commission Meeting, the Plan Commission learned that fences taller than six feet are allowed per current City Code if the setbacks of a major accessory structure are met. Consensus of the Commission was for staff to edit the tables in the City Code to require that both residential and non residential fences not exceed six feet. Alderman Moyer moved to approve. Seconded by Alderman Williams. There was discussion. Alderman Wendt moved to direct staff to return to the next Council meeting with an ordinance to remove the exemption for utilities under Section 35-5209, and to add a requirement that any utility chain link fence must be removed within the next 10 years to adhere to the City Code, and, if necessary, to add an exemption for City and school owned properties. Seconded by Alderman Parker. Motion passed on roll call with the following vote: ayes: Aldermen Berg, Williams, Parker, Wendt, Potter, Moyer, Schoonmaker and Waldron; nays: none.
4. A Resolution authorizing the Mayor and City Clerk to execute and attest to a contract with Midland Davis Corporation, for Storm Debris Removal for the amount of $22,985. Rodd Schick, Municipal Services General Manager, shared that on Monday, August 10, 2020, a powerful line of severe thunderstorms, known as a derecho, produced widespread straight line wind damage. Large piles of storm debris have been collected and stockpiled at four parks (Harold’s Landing, GV Sports Complex, Stephens Park & Riverside Park). A Request for Proposal (RFP) was published for Storm Debris Collection, with the lowest, most responsible and responsive proposal submitted by Midland Davis Corporation in the amount of $22,985, and staff recommends approval. Alderman Moyer moved to approve. Seconded by Alderman Potter. There was discussion. Motion passed on roll call with the following vote: ayes: Aldermen Berg, Williams, Parker, Wendt, Potter, Moyer, Schoonmaker and Waldron; nays: none.
5. A Resolution authorizing the Mayor and City Clerk to execute and attest to an agreement with Miller Trucking and Excavating for leaf pick-up services. Rodd Schick, Municipal Services General Manager, explained that the City will offer leaf vacuuming from October 12 - December 11, 2020, weather permitting, and has requested proposals to assist with the collection process. Miller Trucking and Excavating submitted a proposal for seasonal daily labor rates for the amount of $7,668.23, and staff recommends approval. Alderman Moyer moved to approve. Seconded by Alderman Williams. There was discussion. Motion passed on roll call with the following vote: ayes: Aldermen Berg, Williams, Parker, Wendt, Potter, Moyer and Schoonmaker; nays: Alderman Waldron.
6. An Ordinance amending Chapter 8, “BUILDINGS AND OTHER CONSTRUCTION AND BUILDING SERVICES,” of the Moline Code of Ordinances, Section 8-7500, “CRIME FREE RESIDENTIAL RENTAL PROGRAM,” subparagraph (a). Derke Price, Corporation Counsel, indicated that the impact of the COVID-19 pandemic has required that training be done with smaller groups to accomplish social distancing, thus necessitating that the deadline for training completion be extended one year to January 2022. Alderman Moyer moved to approve. Seconded by Alderman Potter. Motion passed on roll call with the following vote: ayes: Aldermen Berg, Williams, Parker, Wendt, Potter, Moyer, Schoonmaker and Waldron; nays: none.
7. An Ordinance amending Chapter 4, “ALCOHOLIC LIQUOR,” of the Moline Code of Ordinances, Section 4-4110, “SALES OF SINGLE SERVINGS OF ALCOHOLIC BEVERAGES,” and Sections 4- 3302, 4-3303, 4-3304, 4-3305, 4-3306, 4-3307, 4-3309, 4-3310, 4-3315 concerning the sale of package goods, and deleting Section 4-3208, “LICENSE FEES,” subparagraph (g) in its entirety. Derke Price, Corporation Counsel, explained that the amendment is intended to provide clarity to the Ordinance regarding sales of single servings of alcoholic beverages, and to remove the required fee of $25 for a duplicate license, due to the City’s transition to an online portal for renewal and retention of licenses. Alderman Potter moved to approve. Seconded by Alderman Moyer. There was discussion. Motion passed on roll call with the following vote: ayes:

Informational
CURES funding authorization for the Mobile Trailer. Darren Gault, Chief of Police, provided an update, attached, on the collaborative mobile space for police, schools and social work outreach. COVID-19 has impacted program requirements, including social distancing and accessibility, as well as costs and timelines. Consequently, additional funds are needed for this project. On July 14, 2020, the City Council authorized $70,000 in CURE funding for this project. Alderman Berg moved to approve Option 3 as presented, and authorized additional funding of $37,999. Seconded by Alderman Wendt. Motion passed on roll call with the following vote: ayes: Aldermen Berg, Williams, Parker, Wendt, Moyer, Schoonmaker and Waldron; nays: Alderman Potter.
Administrator’s Update. Marty Vanags, Interim City Administrator, indicated that the Overtime Report was emailed to Council members on Friday. Additionally, Vanags shared that the Library will resume Saturday hours from 9:00 a.m. to 1:00 p.m., with Library restrooms being cleaned and sanitized.
