Rock Island County Governance, Health, And Administration Committee met Sept. 14.

Chairman J. Deppe made three calls for public comment. There were no requests for public comment.
The minutes from the August 10th, 2020 Governance, Health and Administration Committee meeting were approved with motion by member P. O’Brien. Seconded by member B. Vyncke.

Reports to the Committee
County Clerk K. Kinney reported and presented on the August Vital Records Report. She also reported on the election front; there are sample ballots available in the County Clerk’s office and on the Rock Island County website. She also stated September 24th, there will be 22,000 absentee ballots to distribute. October 19th early voting grace period will begin at Western Illinois University on the riverfront. All 37 vote centers will be open and in the County Clerk’s Office on September 24. She also stated that for the first time, the County Clerk’s office would be open for voting on Election Day; Tuesday, November 3rd, 2020.
She stated the new election drop box is available in the front of the building for mail in ballots.
Member D. Beck asked for clarification if the public comes into the clerk’s office or uses the drop box in the front of the County Building for mail in ballots.
Clerk K. Kinney stated, “The choice is yours.”
Circuit Clerk T. Weikert reported that there was a positive Covid-19 case in her office. She reported that the office is increasing all sanitizing and cleaning of common work areas and testing has been offered to any staff members. She reported that there are open positions in her office and is looking to hire staff.
She mentioned that some employees are out on extended FMLA, and the office is understaffed. She stated one manager has retired in her office and another manager has been off.
County Administrator J. Snider reported on the agenda item listed as Ordinance providing payment of the Hope Creek Care Center Bonds.
He stated that this is an ordinance for bond defeasance for Hope Creek Care Center. This process since the bonds are municipal bonds. Chapman & Cutler has been hired as the County’s municipal bond council and R.W. Baird has been hired as a financial advisor.

The committee considered an Ordinance providing payment of the Hope Creek Care Center Bonds.
The committee considered the Proclamation for National Suicide Awareness Month.

Member D. Beck mentioned that she did not want to encourage people to give handshakes or hugs as the Proclamation reads due to the current pandemic. Chairman R. Brunk stated that perhaps the Proclamation could be modified with different language. Motion for previous roll call by member B. Vyncke, Seconded by Member L. Boswell-Loftin

The committee considered the Proclamation from the Greater Quad Cities Hispanic Chamber for Hispanic Heritage Month. Chairman J. Deppe read the Proclamation aloud.
