Rock Island County Committee of the Whole met Sept. 16.

Here is the minutes provided by the committee:

The Committee of the Whole of the Rock Island County Board met at the above at the above date and time in the Board Chambers via teleconference and in person. Vice Chairman B. Vyncke called the meeting to order at 5:31 PM

Minutes as follows:

Members Present: R.Morthland, S.Noyd, L.Burns, L.Moreno, R.Reagan, J.Deppe, P.OBrien, D.Johnston, D.Adams, R.Brunk, A.Normoyle, E.Sowards, K.Swanson, E. Langdon, R.Simmer L.Boswell-Loftin, L.Sargent, D.Beck, D. Mielke, K.Maranda, Westpfahl

Others Present: J. Snider, A. Palmer, K. Davis, C.Przybyla

The seat in District #4 is currently vacant.

There were no requests for public comments.

The minutes from the August 18th 2020 Committee of the Whole meeting were approved with motion by member D. Adams Seconded by member L. Burns

Condition of Funds Report

Ms. Palmer gave her condition of funds report. She mentioned the write-ups have been very helpful through email

Cures Act reimbursement up to County Wide; $730,055. She will be presenting the expenses related to COVID-19 and statement of justification. She also reported on the Hope Creek is currently over budget. Mostly due to agency costs, which are at 237%, spend of the original budget.

Hope Creek Revenues are up by 1.1 million and up by 1.4 million compared to 2019. They did receive CARES act money; money that went into Hope Creek into May $662,000. This includes staffing agency costs of $840,000 1.101 million; Lack of employees time spent; staffing to supplement with agency. Over budget in both; She also noted that hazard pay; added to the employees; reimbursable from the CURES act. Some other COVID relief funds; outside vendors for the entire year are around 3.2 million.

She stated maxed out; as of September 30th the Board asked to vote on ordinance that defeasance of bonds due; there is still a principle and interest due on the bonds this November that the County will be responsible for. The Amount originally was 1.405 million. Now because

of the 4 million from the sale of the home, it has been reduced. Principle and interest of are still due.

Schedule H is the report of State of Illinois payments received into general fund; she also attends bi-weekly phone calls to figure out what funds are still needed.

Income taxes are up compared to 2019 levels. Expecting that because of income tax was down from April 2020 to July of 2020. Expecting to receive income tax 2019.

Collecting April 15th of 2021.

Budget committee is burdened with the General Fund deficit. The other funds are mentioned in the report as well but general fund is the one that is being closely monitored.

R, Simmer asked at one point within the Cares Act; does that include Hope Creek? Ms. Palmer stated all funds and general maximum reimbursement for CURES is $730,055.00. A lot of departments are submitting bills for PPE, or overtime. Hope Creek does have to account for 662,500 under a separate umbrella but additional items like hazard pay can be reimbursable.

Committee member opportunity for brief comment

Member L. Moreno thanked Clerk’s office for absentee vote by mail and hoped that people do not get confused and send to Peoria County and thanked County Clerk K. Kinney and her staff for their work during this election season.

Member P.OBrien asked about the GHA agenda and had a question on the vaccine by the end of the year; what does that look like countywide and if the health department would be seeing a big demand for the vaccine.

Chairman Brunk stated he was not aware of anything at this time and Ms. Ludwig from the Health Department has not proved any information.

Chair Vyncke stated that health care workers would probably be first in the pool for the vaccine.

Member D.Adams stated that he read on the vaccine that which one gets approved because of the temperatures the vaccine has to be stored at and it was still unknown until they find out which version of the vaccine they use.
