Rock Island City Council met Dec. 21.

Here is the agenda provided by the council:

1. Call to Order

2. This meeting will be conducted by audio and video conference without a physically present quorum of the Rock Island City Council due to the disaster declaration issued by Governor Pritzker

Because of this order related to COVID-19 public health concerns affecting the State and the City, the Mayor has determined that an in-person meeting at City Hall with all participants is not practical or prudent.

Aldermen and Staff may not all be physically present at City Hall due to the disaster and physical attendance at City Hall may be limited. To participate remotely during the Public Comment or Public Hearing portion of the meeting, please join by phone at 1-337-346-2732 and use PIN: 188 748 172#.

7. Minutes from the November 16th, 2020 City Council Budget Session and minutes from the December 14th, 2020 City Council Meeting.

Motion whether or not to approve the minutes as printed.

8. Update Rock Island by Mayor Thoms

9. Mayor Thoms will close the regular meeting and open a Public Hearing regarding the Calendar Year 2021 Budget.

Mayor Thoms will close the Public Hearing and reconvene the regular meeting.

PUBLIC HEARING - CY 2020 BUDGET 067-20.

10. An Ordinance adopting the budget for the fiscal year beginning January 1, 2021 and ending December 31, 2021. (Second Reading)

Motion whether or not to pass the Ordinance.

11. An Ordinance for the levy, assessment, and collection of property taxes for the City of Rock Island for the fiscal year beginning January 1, 2021 and ending December 31, 2021. (Second Reading)

12. A Special Ordinance authorizing the sale of City owned property at 534 - 24th Avenue, Parcel #10130-4, PIN# 1610201016, to Jeff Lam for $5,527.35 plus closing costs. (Second Reading)

c. Report from the Martin Luther King Jr. Center regarding payment in the amount of $31,288.62 to Youth Hope for the contract payment for youth services.

d. Report from the Public Works Department regarding payment in the amount of $17,062.12 to Langman Construction, Rock Island, IL for emergency water main repair at 9th Street and 42nd Avenue. 2020-199.

e. Report from the Public Works Department regarding payment in the amount of $7,318.37 to McClintock Trucking and Excavating Inc., Silvis, IL, for the Water Service Repair Program, Project 2526, for services provided at 949 23rd Avenue and 2832 38th Avenue. 2020-202

f. Report from the Public Works Department regarding payment in the amount of $75,740.00 to Greenspace Associates, Davenport, IA, for payment #9 of the 2019/2020 Sod Replacement Program, Project 2141 for services provided July 30th through September 14, 2020. 2020-180

18. Report from the Public Works Department regarding the bids for the Water / Wastewater Treatment Chemical Purchases.

Motion whether or not to approve the bids as recommended and authorize the purchases.

19. Report from the Martin Luther King Jr. Center recommending extending the agreement with Enterprise Community Partners Inc., for consulting services to September 1, 2021 at no additional cost to the City.

Motion whether or not to approve the extension of the agreement as recommended and authorize the City Manager to execute the extension agreement.

20. Report from the Community and Economic Development Department regarding the sale of City owned real estate described as 301 8th Street, Parcel # 091794-2, Pin # 0734410015 to Nathan Morehart for $1,130.00 plus closing costs. (First Reading)

Motion: Motion whether or not to approve the sale as recommended, authorize the City Manager to execute the sale agreement and consider the Ordinance.

21. Report from the Community and Economic Development Department regarding the sale of City owned real estate described as 634-636 18th Street, Parcel # 091647, Pin #0735423012 to Campos Muffler and Brakes for $1.00 plus closing costs. (First Reading)

Motion whether or not to approve the sale as recommended, authorize the City Manager to execute the sale agreement and consider the Ordinance.

22. Report from the Public Works Department regarding the IDOT REBUILD Illinois Bond Fund Forms for the 35th Street Reconstruction, which includes the Resolution for Maintenance of Streets and Highways by Municipality Under the Illinois Highway Code; Request for Expenditure/Authorization of Motor Fuel Tax Funds; and the Preliminary Engineering Services Agreement for Motor Fuel Tax Funds.

Motion whether or not to approve the documents as recommended and authorize the City Manager and City Clerk to execute the documents.

23. Report from the Public Works Department regarding the resubmission of the Resolution appropriating $571,927.99 of Motor Fuel Tax funds for street maintenance in 2020 using the updated paperwork required by IDOT.

Motion whether or not to adopt the resolution as recommended.

24. Report and Resolution from the Community and Economic Development Department regarding the Downtown TIF Allocations.

Motion whether or not to approve the allocations as recommended, pass the resolution and authorize the Mayor to execute the document subject to minor attorney modifications.

25. Report from the Human Resources Department recommending a General Wage Increase of 2% for non-affiliated employees, effective December 28, 2020.

Motion whether or not to approve the General Wage Increase for non-affiliated employees as recommended.

Report from the Community and Economic Development Department regarding funding obligations totalling $70,500.00 from the CDBG-CV to support the listed organizations in funding activities that prevent, prepare for, or respond to issues that are directly impacted by Covid-19 and meet HUD requirements.

Motion whether or not to approve the allocations as recommended and authorize the City Manager to execute the sub-recipient agreement.

27. Report from the Mayor's Office regarding the appointment of Dr. Monica Smith to the Martin Luther King Jr. Center Board.
