City of Kewanee City Council Met April 26.

Here is the minutes provided by the council:

The Meeting was started with the swearing in of Councilmember Tyrone Baker and Councilmember Steve Faber.

The Council Meeting was called to order at 7:06 PM. All members of the City Council were present in Chambers.

The Consent Agenda included the following items:

a. Approval of Minutes of the April 12th Meeting.

b. Payroll for the pay period ending April 24th, 2021 in the amount of $204,205.12.

c. Reports from Police, Community Development, and Bock, Incorporated

Motion made by Councilmember Colomer to approve consent agenda. A Seconded was made by Councilmember Faber. Discussion: None Motion Passed 5-0

Bills were presented in the amount of $1,174,689.77.

Councilmember Komnick moved to approve payment of the bills. Councilmember Faber seconded the motion. Discussion: Councilmember Colomer had a question about the clothing allowance on the State Bank of Toulon CC. City Clerk Jones stated those were department heads that had access to City CC and that way they can get the discount on taxes. The motion was approved 5-0.

Public Comments: No Public Comments

New Business:

a) Discussion Only Petition for Annexation and Rezoning: City Manager Gary Bradley started with explanation of the petition and the benefits and the downside. Bradley stated that this is new to him and Raver and they have not done one of these the entire time he has been with the City. The location of this property should not have any adverse effects on the City, Fire District and or Police.

b) Consideration of an Ordinance #4050 granting a conditional rezoning request to Tom Greiner, for land located at 1109 n Main St. in the City of Kewanee. Councilmember Colomer moved to approve. Councilmember Komnick seconded the motion. Discussion: No Discussion Motion passed 5-0

c) Discussion Only Neponset Agreement: Mayor Moore stated that in years past there has been considerable conversation. After looking at this contract mayor more states he sees no downside. Komnick stated he would like to see it as a 3- year agreement. Currently it is a 1-year contract with extensions. Dave the mayor from Neponset was in attendance and stated a 3-year contract is an option. Chief Shook also stated this was a positive agreement and is open to the 3 -year also.

d) Discussion Only Noise Ordinance: Justin Raver stated this ordinance will make his life easier with more defined rule and not opinion in trying these cases and being successful.

e) Discussion Only TAO Traffic, Animal, Ordinance Officer: Chief Welgat stepped up to explain the position and the need of this officer and who he had in mind for this position. Chief also stated there is a cost savings ion combining these 2 positions and already have training certified police officers to do this additional task.

f) Public Meeting Announcement- Proposed First Amendment to the Kewanee Downtown TIF District. City manager Bradley read the announcement for the public hearing.

• Council Communications:

• Councilmember Komnick started with Francis Park and that they are opened for the season. Encourages residents to take advantage of the park. Historical Society is open this Saturday. The community has plenty of Vaccines please get your vaccine so that we can get back to normalcy.

• Councilmember Faber asked about loose dogs in the park. Chief Welgat stated he has had a conversation with the Park District, and they are coming up with a plan. Faber also asked about the potholes in town and if we have a plan of attack. Newton stepped up top read a statement and a plan that they have put in motion.

• Councilmember Colomer started with welcoming Mr. Baker. Once again please heed that there are kids out and walking to school…to the parks. Please pay attention.

• Councilmember Baker thanked all the Council for their warm welcome. Baker stated that he feels there are going to be some great things happening in the City. Baker believes that the team that is assembled they will be able to do great things.

• Mayor’s Communications: The State of Illinois is losing one seat in the House of Representatives. Thank you to Gary Bradley on the new Council packet and it is very helpful. Regarding the tanks and holding off till the price comes down in material, Bradley stated that we are in good shape to wait. Bradley stated that the broadband fiber could be reimbursed if we were to move forward with it in town. Mayor Moore asked about the action plan from the 04/12/2021 meeting. Bradley stated that we have handed that over to IMEG to see what can be down and who is responsible. Faber asked how long the time frame would be. Bradley stated that is should not take that long. Congratulations on both Football teams in town. They had outstanding seasons.

Councilmember Colomer moved to adjourn the meeting. Councilmember Faber seconded the motion. The motion was approved 5-0. The meeting adjourned at 7:47 PM
