Rock Island County Finance and Personnel Committee Met April 13.

The Finance and Personnel Committee of the Rock Island County Board met at the above date and time via teleconference and in person meeting.

Chairman L. Moreno called the meeting to order at 8:30 AM.

Minutes as follow:

Call to order and roll call

Members Present: Chairman L. Moreno, K. Swanson, S. Noyd, A. Normoyle, K. Maranda, D. Johnston, R. Simmer, D. Cremeens, R. Brunk

Members Absent :None

Others present: J. Snider, K. Davis, A. Palmer, L. Ewert, A. Holstine, S. Roberts, V. Bluedorn, Judge Kutsunis, T. Weikert

Approval of the minutes from the March 2021 Finance and Personnel Meeting K. Swanson, S. Noyd, A. Normoyle, K. Maranda, D. Johnston, R. Simmer, D. Cremeens, R. Brunk – Yes Motion carried

Public Comment

Chairman L. Moreno made three calls for public comment. There were no requests for public comment.

Reports to the Committee

Ms. Ewert reported on the supplemental sales tax for the month of January with the past two years, trending upward. 6159. From one year ago about $55,000. The monthly reports were included. Interest has gone down because of the federal reserve. She reported the County is awaiting the American rescue plan funds and plan to place the funds in a separate investment account. She stated she did an RFP to local bank, credit unions and investment firms. The County investment policy also required changes and was included in the member packets.

Ms. Palmer stated there was reported the cost allocation to the general fund.

The Pension funding opportunity by RW Baird was presented as it was tabled by the County Board in the previous month on refinancing the unfunded liability with the IMRF pension debt. Mr. Snider stated the proposal was presented again with insurance costs estimated at $843,931. The projected savings cost of issuance would be included and would be out of pocket.

Motion carried.

Consider Board Member Per Diem/Mileage Report

Motion to approve K. Maranda Seconded by member K. Swanson Motion for previous roll call by member K. Maranda. Seconded by member K. Swanson

Motion carried.
