Rock Island County Public Works & Facilities Committee Met April 12.

Here are the minutes provided by the committee:

The Public Works and Facilities Committee of the Rock Island County Board met via Teleconference and in  person at the above date and time in the County Board Chambers on the third floor of the County Office  Building; 1504 Third Avenue, Rock Island Illinois. 

Chairman L. Burns called the meeting to order at 8:30 AM. There was a delay in the start of the meeting due to technical issues with the meeting software. 

Call to order and roll call 

Members Present: Chairman L. Burns, E. Sowards, R. Morthland, D. Adams. C. Enburg, D. Clevenger, E.  Langdon, B. Westpfahl 

Members Absent: None 

Others Present: Chairman R. Brunk, J. Snider, G. Thorpe, J. Boudi, J. Massa, A. Palmer, K. Davis, C.  Przybyla  

Public Comment 

Chairman L. Burns made three calls for public comment. There were no requests for public comment. 

Approval of the minutes from the March 8th, 2021 Public Works & Facilities’ Meeting Motion to approve by member B. Westpfahl. Seconded by member D. Adams  

A roll call vote was established. 

Members E. Sowards, R. Morthland, D. Adams, C. Enburg, D. Clevenger, E. Langdon, B. Westpfahl – YES  Motion carried  

Reports to the Committee 

Zoning Director G. Thorpe reported for the month of March 2021; 218 total receipts estimated value of work 2.7 million and net revenue of $34,582.00  

There were three new residences for the month with average price per sq. ft. at a record $196.85. He also mentioned that Zoning Board of appeals meetings would be moved from the first Wednesday of the Month to  the third Wednesday of the month starting in July.  

Motion to approve by member D. Adams. Seconded by member B. Westpfahl. Motion for previous roll call by member B. Westpfahl. Seconded by member D. Clevenger 

Motion carried 

GIS Director J. Boudi reported the GIS office has continued work on verifying and updating data for the 2020 census. $22,834.00 in recorder fee revenue for the month of March. He also mentioned the annual tax parcel  maps were available in the GIS offices.  

Motion to approve by member D. Adams. Seconded by member D. Clevenger. Motion for previous roll call by  member R. Morthland. Seconded by member E. Sowards.  

Motion carried 

County Engineer J. Massa reported the Highway Department has begun spring mowing and other  maintenance activities, filling potholes and maintenance on culverts. He reported work to be done on a spillway  repair on County Highway 11.  

Motion to approve by member B. Westpfahl. Seconded by member D. Adams. Motion for previous roll call by  member D. Clevenger. Seconded by member B. Westpfahl  

Motion carried 

County Administrator J. Snider reported the Pension Obligation Bonds presentation by R.W. Baird would be reviewed by the Finance and Personnel Committee again at their April meeting, as it was tabled by the County Board for further review at their March meeting. He also reported on the American Rescue Plan Act through the Biden Administration and was awaiting benefit approvals on how the 27.5 million dollars can be spent and  applied to the budget for revenue that was lost. He estimated the county is 30 million dollars lower in revenue  than budgeted for FY20.  

Motion to approve by member E. Langdon. Seconded by member D. Adams. Motion for previous roll call by  member E. Langdon. Seconded by member B. Westpfahl.

Consider Zoning Board of Appeals Cases 

There were three zoning cases for the month of April.  

a. RZ-21-104 Helen Bloome AG-2 to SE-2; AN 

Approximately 2.78 acres. No objectors present. Zoning Board’s recommendation was to grant.  

b. RZ-21-405 Donne Boens Trust AG-1 to SE-1; RU  

Approximately 7 acres. No objectors present; Zoning Board’s recommendation was to grant  

c. SU-201-205 Snowstar Extreme Sports Outdoor Rec Facility; AN  

There were objectors present; Zoning Board’s recommendation was to grant with conditions.  

Motion to approve the ZBA findings of fact by member D. Adams. Seconded by member B. Westpfahl. Motion for previous roll call by member B. Westpfahl. Seconded by member D. Adams  

Motion carried 

Consider Highway Items 

a. Review and award of bids received Friday, April 9th, 2021 

i. Various County Highways; Section 2100000-01-GM 

County engineer J. Massa stated these bids are for crack sealing projects on approximately 25 miles of various  County highways. The low bid came from Complete Asphalt Service Co. at a cost of $145,919.72. He asked  the committee to approve the low bid.  

Motion to approve the low bid by member E. Langdon. Seconded by member D. Adams. Motion for previous  roll call by member R. Morthland. Seconded by member C. Enburg.  

Member B. Westpfahl asked if the highway department could do the work themselves and not go out for a bid. Mr. Massa stated that the highway department does do their own work in part, but cannot keep up with it, and  this would be a way to catch up. He stated the roads mentioned were sealed about 4 years ago and would need to be redone.  

Motion carried  

b. Review and consider proposal to install a radio repeater  

J. Massa reported that this item is to relocate an antenna and radio repeater from EMA at Indian Bluff to the Oak Glenn Property. He stated this work was not included in the budget, but could be covered by delaying other activities and would come to a cost of $7,022.44 with Racom as the contractor completing the work. The  cost would be covered by the capital improvement fund and would improve elevation and reception in the area. The contractor is also currently working on the Sheriff’s Department P25 Communication project Motion to approve by member D. Adams. Seconded by member E. Langdon. Motion for previous roll call by  member B. Westpfahl. Seconded by member E. Langdon  

Motion carried

Committee member opportunity for brief comment (no decisions will be made) 

Member B. Westpfahl asked if there was an instruction manual for the new board laptops. Mr. Davis stated he could arrange that. 

Chairman L. Burns thanked everyone for their participation despite the technical issues within the meeting.

The Public Works and Facilities Committee adjourned at 9:26 AM with motion by member D. Adams.  Seconded by member D. Clevenger. Motion for previous roll call by member E. Langdon. Seconded by  member R. Morthland.
