Rock Island County Finance and Personnel Committee met June 8.

Call to order and roll call

Chairman L. Moreno called the meeting to order at. A roll call was taken

Members Present: Chairman L. Moreno, K. Swanson, R. Simmer, D. Johnston, D. Cremeens, A. Normoyle, Members Absent: R. Brunk

Others Present: J. Snider, K. Davis, L. Ewert, A. Palmer, L. Wilson, C. Przybyla

Public Comment

Chairman Moreno made three calls for public comment. There were no requests for public comment.

Approval of the Minutes from the May 11th, 2021 Finance and Personnel Meeting Motion to approve by R. Simmer. Seconded by K. Swanson and D. Johnston. D. Johnson, K. Swanson, A. Normoyle – YES

Reports to the Committee

County treasurer L. Ewert reported on the monthly reports. Current year interest for May 2021 was at $15496 00 up from prior year at $9,9956.00 Current year accrual The monthly interest on investments remained at 0.40 percent. There was a spike in prior year interest due to additional American Rescue Plan Act stimulus money.

Money from the ARPA stimulus was received on May 17th in the amount of $13,779,166.50 and Ms. Ewert stated the money is in two separate financial institution investment accounts. Real Estate One tax distribution was already made to taxing districts. The first installment of real estate tax would be due, Thursday, June 10th, 2021. Mobile Home tax bills would be mailed out on June 10th

County Auditor Ms. Palmer reported standard reports were available to the members in their packets and commented the interest on ARPA funds would not follow standard rules on federal funds.

County Administrator J. Snider reported that he hoped in July to look at the possible issuance of pension obligation bonds with RW Baird.

Consider budget amendment request from County Assessor for Overtime Increase from $2,000 to $6,500

Chief County Assessor L. Wilson presented his request to the committee to increase overtime in his budget. He stated the Covid-19 pandemic, a retirement, and a resignation in the department has caused the department to be behind in their workload, and requested to p

Consider Budget Amendment request from County Administrator to increase the budgeted hourly rate of pay for the Executive Assistant Position

County Administrator J. Snider requested to increase the budgeted hourly rate for the Executive Assistant Position from $16.32 to $22.00 per hour

Discuss and Approve Quotations for the Replacement of a Wide Format Plotter/Scanner There were 2 quotations for the replacement of a wide format plotter/scanner; 1 from RK Dixon (KIP 7171) at a cost of $15325.00 with full warranty and a monthly maintenance plan at $193.00 for total quote $19.673.00. The second was the low bid from CityBlue Technologies with 24-month warranty included for quote of $15,800 Motion to approve the low bid by K. Swanson. Seconded R. Simmer.
