Rock Island County Finance & Personnel Committee met Aug. 10.

Call to order and roll call
Chairman L. Moreno called the meeting to order at 8:30 am. A roll call was taken.

Public Comment
Chairman Moreno made three calls for public comment. There were no requests for public comment.
Approval of the Minutes from the July 13th Finance and Personnel Meeting
Motion to approve K. Swanson. Seconded by A. Normoyle – roll call all replied yes

Reports to the Committee
County Auditor Ms Palmer reported standard reports were available to the members in the packets.
County treasurer Ms. Ewert reported the supplemental sales tax that was received for the month of May came in at $417,185.44. This is coming in very strong.
County Administrator Jim Snider shared that the $3.5 million dollars that accounted for lost revenue will not be eligible for reimbursement, due to selling of the nursing home for $4 million. The treasury rules are that you have to offset that lost revenue with your sold investment.
Mr. Snider shared that the Budget Meeting is rescheduled for Thursday August 12, 2021 at 4:30pm. Consideration of hiring a Program Manager for ARPA administration
J. Snider shared that at the request of Chairman Brunk and Finance and Personnel Chairman Moreno, looking at requesting to hire a Program Manager to administer the ARPA monies over the next few years. This position would be 100% accountable to the board, working for the Board. They would be responsible of keeping track of the projects and the spending of the money. This position is eligible to be funded 100% by the ARPA funds. This money is kept in a separate account.

FY21 Budget Request Presentation; Sheriff Bustos
Captain Hart shared that Sheriff Bustos wanted him to address a budget amendment. He would like to rescind items #1 and #2 from his request.
He would like to keep consideration of item #3 for fiber extension on Rock Island County EMA Indian Bluff. Motion to approve made by A. Normoryle. Seconded by K. Swanson
