Rock Island County Public Works & Facilities Committee met Aug. 9.

Here are the minutes provided by the committee:

Call to order and roll call  

Chairman L. Burns called the meeting to order at 8:30am 

Members Present: Chairman L. Burns, E. Sowards, R. Morthland, D. Adams, M. Burns, E. Landon, B. Westphal 

Others Present: J. Snider, P. Luecke, C. Przybyla, K. Davis, J. Massa, G. Thorpe, J. Boudi 

Public Comment 

Chairman L. Burns made three calls for public comment. There were no requests for public  comment. 

Approval of the minutes from the July 12th, 2021 Public Works & Facilities Meeting  

Motion to approve by D. Adams. Seconded by E. Sowards

Reports to the Committee 

G. Thorpe reported for the month of July 2021, 78 total receipts totaling net value $85,630.00 estimated total value of all work was $10,894,287.00, compared to last years 92 receipts $145,190.20. $71,000.00 of the revenue was commercial. Year to date we are ahead on receipts $34,000 and $7 million year to date valuations. One new house in July. We are at 113.8% of our revenue for the month.

GIS Director J. Boudi reported $22,881.00 was received in recorders fees in July. Has attached a couple screen shots of the online GIS Map viewer. He reports that they have been very popular and getting a lot of compliments. Also got the higher resolution aerial photography working as well.

County Engineer J. Massa reports there’s been a shortage on paint supply for painting edge lines and center lines on the roads due to a raw materials shortage scheduled to receive paint within the next few weeks. Has received complaints regarding mowing in the Northern part of the county. A couple of the part time mowers were requesting an increase in salary. At that time it was too late in the year to give increases but it is in the budget for next year. Right now there’s only one mower for the entire county and they are still on the first pass. Normally they are on the second pass by this time but they are getting there and getting caught up. Guardrail projects hopefully will be completed within the next couple weeks.

County Administrator J. Snider reported this Wednesday at 4 pm is our first budget committee meeting. The impact of the budget possibly the ARPA money being able to offset our lost revenue It’s been reported by April Palmer last month the concern of the lost revenue that we have due to the economic impact due to the pandemic. April calculated our loss at $3.5 million. She expressed her concern that in her research because we sold the nursing home for $4 million it would offset that.

Chairman Brunk and Finance and Personnel chair Louis Moreno requested that I put together a position description that the committee tomorrow to present to the board, to consider a position for a Position Manager for the ARPA funds. This person would be working for the County Board 100% of the time, reviewing and keeping track and overseeing projects as we spend the $27 million. 100% of that position would qualify for ARPA reimbursement. The salary for this position would be between $77,000-$82,000. The person would have a degree in Accounting and Finance with Government Administration.

Consider Highway Items  

a. Review and award of bids received on Wednesday, August 4, 2021  

J. Massa received a bid for a 3 Point, PTO Driven, Shoulder Stabilizer for $46,850.00 

Motion to approve by E. Langdon. Seconded by M. Burns

Motion carried by voice vote.

b. J. Massa reported the County Aid request from Zuma Road District to replace the culvert on public road estimate of $25,000 with the county responsible for the amount of $12,500.00 

Motion to approve by M. Burns. Seconded by D. Adams.

Motion carried by voice vote.

c. J. Massa also reported County Aid request from Bowling Road District to replace culvert on public road estimate of $30,000.00, with the county responsible for $15,000.00. 

Motion to approve by B. Westphal. Seconded by E. Langdon

Motion carried by voice vote.

d. J. Massa reports received a bid for Engineering Agreement to perform Survey Work by Willett Hoffman & Associates. Surveyor is Jim Rose who we have a history of working with, The top amount is $38,000.00.

Motion to approve by B. Westphal. Seconded by D. Adams

Motion carried by voice vote.

e. J. Massa states this is the same MFT Resolution appropriating funds for Survey Work, this is a formality that goes to IDOT.

Motion approved by B. Westphal. Seconded by M. Burns

E. Langdon asked if there’s a schedule to tear down the courthouse? J. Snider stated there’s no schedule the outside firm working with IL Dept of Hazardous Sources. If you would like further information please reach out to the states attorney’s office.
