Call to order and roll call

Chairman L. Burns called the meeting to order at 8:32am

Members Present: Chairman L. Burns, E. Sowards, R. Morthland, D, Adams, D. Clevenger, E. Langdon, R. Westpfahl, Chairman Brunk

Others Present: J. Snider, P. Luecke, C. Przybyla, K. Davis, J. Massa, G. Thorpe, J. Boudi, L. Ewert, A. Palmer

Public Comment:

Chairman L. Burns made three calls for public comment. There were no requests for public comment.

Approval of the minutes from the August 9th, 2021 Public Works & Facilities Meeting

Motion to approve by R. Westpfahl. Seconded by D. Adams and E. Soward

Reports to the Committee

G. Thorpe reported for the month of August 2021, $106,636.30 in net revenue. Total number of receipts 91, with estimated value of all work related to building projects for the month $14,074,015. Compared to 2020 there was 101 permits, $19,745.20 with estimated calculation of $1,742,055. We are ahead with YTD new residences at 14 and well over our budgeted revenue.

GIS Director J. Boudi, reported they continue with software training for the 911 data maintenance, which is an ongoing process.

He also reported recorder fee revenues of $22,556.00 for the month of August. Mr. Westpfahl asked about the maps for redistricting; Mr. Boudi stated that the maps cannot be completed until the census blocks are received which could be by the beginning of the month.

County Engineer J. Massa reports they have been taking care of routine maintenance. He also reported that they have an ECO diesel 10,000 gallon tank, has interstitial layers and it is leaking between those two layers. So water is getting into the diesel. It needs to be replaced as soon as possible. The cost is between $125,000 - $150,000. This tank was installed in 1998. It wasn’t in the budget so he will have to amend the budget. Also needing foam installation for the garage, which is in the budget.

They have reached out to a consultant to get safety manuals up to date and provide quarterly training.

R. Morthland commented that the gravel on the blacktops looks really good, they did a great job and also the guardrail up by Morris.

County Administrator J. Snider updated that we are still working on the budget process. It was recommended at the last budget meeting that employee health insurance be increased 3%. Also, the recommended levy for next year is slightly less than last year. Last year we had maintenance cost, social security cost, and sheriff’s budget transferred over. Total overall is about the same. The treasurers and auditors report shows that the general fund is over $10 million for a variety of reasons curtail spending, decrease in staff, and our portion of internet sales tax. The next budget meeting is scheduled for September 30th.

The sheriff and states attorney have special request for certain expenses to come from the ARPA funds. Also, on the agenda for Finance and Personnel tomorrow is the pension opportunity.

Also on the F&P agenda is the consideration of a forensic audit proposal. Also, the consideration of a finance director.

Also the states attorney and sheriff’s office, there’s been discussion for bonuses for Full time employees $2000 and $500 for part time employees. If approved this is ARPA eligible. R. Morthland asked what the bonuses are for.

Chairman Brunk commented that the report that was presented by the sheriff as far as his office, these employees have worked through the pandemic, especially the deputies and correctional officers. It’s felt that if they are going to do it for one office it should be done across the board.
