City of Moline City Council met Oct. 5.

Here are the minutes provided by the council:

Council Meeting: The City Council meeting came to order at 9:53 p.m. The Council met in regular session in the Council Chambers at City Hall.

Pledge: The Council and audience recited the Pledge of Allegiance.

Invocation: There was no Invocation.

Roll Call: Roll call was taken with Mayor Rayapati, Aldermen Williams, Macias, Wendt, Timion, Moyer, Waldron and Schmidt present. Absent: Alderman O’Brien.

Items on Consent:

Approval of Minutes

Committee-of-the-Whole, Council and Executive Session minutes of September 21, 2021, and appointments made at Committee-of-the-Whole on October 5, 2021.

Resolutions

1. Council Bill/Resolution 1194-2021

A Resolution authorizing the Mayor and City Clerk to execute and attest to an Agreement between the City of Moline, Arrowhead Academy and YouthBuild Quad Cities, to construct and install parklets at various Moline businesses to prepare for and respond to dining impediments of the COVID-19 Pandemic.

2. Council Bill/Resolution 1195-2021

A Resolution declaring City Hall lamp posts surplus property; and authorizing the Fleet and Facilities Manager to arrange for disposal through release and donation to the Historic Preservation Commission so they may have a cast made of original pieces in order to reconstruct new posts.

Omnibus Vote: Alderman Wendt, seconded by Alderman Williams, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Wendt, Timion, Moyer, Waldron, Schmidt, Williams and Macias; nays: none.

Items Not on Consent:

Resolutions

3. Council Bill/Resolution 1196-2021

A Resolution authorizing the Fleet and Facilities Manager to purchase a hooklift hoist and accessories for Unit #806 from Swaploader U.S.A., Ltd., for the amount of $32,710.50.

Approved. Alderman Wendt, seconded by Alderman Macias, moved to approve Council Bill 1196-2021. Motion carried on roll call with the following vote: ayes: Aldermen Wendt, Timion, Moyer, Waldron, Schmidt, Williams and Macias; nays: none.

First Reading Ordinances

4. Council Bill/General Ordinance 3027-2021 (Revised)

An Ordinance authorizing the issuance of General Obligation Bonds for Pension Funding Purposes.

5. Council Bill/General Ordinance 3028-2021 (Reserved)

An Ordinance authorizing the issuance of General Obligation Bonds for the Renovation of the Riverside Family Aquatic Center.

Council, Staff and Citizen Comments:

Alderman Waldron suggested that ARPA funds might be allocated to support landlords and residents impacted by eviction. Bob Vitas, City Administrator, stated that this would fall under the broad category of, “General Public Assistance.” Alderman Wendt noted that social service organizations, like Project NOW, have received ARPA funding allocations and may be providing this type of support.

Mayor Rayapati reported that; 1) Governor Pritzker and the Illinois Secretary of Transportation are 100% behind getting the passenger rail to Moline; 2) the Human Rights Commission will hold its first meeting soon and that will be communicated to the public. The Commission will assess services and gaps in community assistance programs; 3) Staff will be providing an employee appreciation grab and go lunch tomorrow at the east pavilion of Riverside Park; 4) those participating in the Moline High School Homecoming Parade will line up at the school by 1:00 p.m.

Bob Vitas, City Administrator, explained that the I-74 bridge opening ceremony will be held on November 30, 2021, with an early morning reception in Bettendorf, ribbon cutting and walk across the bridge, and a reception following in Moline.

Executive Session:

Alderman Williams, seconded by Alderman Wendt, moved for Executive Session, for the purpose of discussion of Collective Negotiating Matters-5 ILCS 120/2(C)(2). Motion carried on roll call with the following vote: ayes: Aldermen Wendt, Timion, Moyer, Waldron, Schmidt, Williams and Macias; nays: none.

City Council convened in Executive Session at 10:08 p.m.

Council reconvened in open session at 10:33 p.m.

On motion of Alderman Macias, seconded by Alderman Moyer, Council adjourned at 10:33 p.m.
