City of East Moline City Council met Oct. 18.

PLEDGE:
Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.
ROLL CALL
Mayor Freeman called the meeting to order and directed City Clerk Wanda Roberts-Bontz, to call the roll. The following Aldermen were present: Larry Toppert, Gary Almblade, Nancy Mulcahey, Jayne O’Brien, Rhea Oakes, Maria Tapia and Jose Rico.

CITY CLERK’S REPORT
City Clerk Wanda Roberts-Bontz had no items for discussion.

CONSENT AGENDA:
City Clerk Wanda Roberts-Bontz read the Consent Agenda that included the following:
a. Approval of the City Council Minutes of October 4, 2021.
b. Approval of the Committee-of-the-Whole Minutes of October 4, 2021.
c. Approval of Salaries of October 15, 2021 in the amount of $404,193.77.
d. Approval of Bills in the amount of $843,710.10.
A motion was made by Alderman Almblade, seconded by Alderman Mulcahey, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: O’Brien, Oakes, Tapia, Rico, Almblade and Mulcahey. Abstained: Toppert. Motion carried.

ATTORNEY LINCOLN SCOTT, CITY ATTORNEY PRESENTED THE FOLLOWING RESOLUTIONS:
RESOLUTION 21-76: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING APPROVAL OF HOERR CONSTRUCTION, INC., FOR THE 2021 SEWER LINING PROGRAM FOR THE CITY OF EAST MOLINE, ILLINOIS.
A motion was made by Alderman Mulcahey, seconded by Alderman Almblade, to approve Resolution 21-76 as presented. Upon roll call the following voted in favor: O’Brien, Oakes, Tapia, Rico, Toppert, Almblade and Mulcahey. Motion carried.
RESOLUTION 21-77: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE SAFETY, ACCOUNTABLILITY, FAIRNESS AND EQUITY TODAY ACT.
A motion was made by Alderman O’Brien, seconded by Alderman Almblade, to approve Resolution 21-77 as presented. Upon roll call the following voted in favor: O’Brien, Oakes, Tapia, Rico, Toppert, Almblade and Mulcahey. Motion carried.
RESOLUTION 21-78: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE UPDATE TO THE ENTERPRISE RESOURCE PLANNING (ERP) SOFTWARE TO A CLOUD-BASED SOFTWARE.
A motion was made by Alderman Tapia, seconded by Alderman Almblade, to approve Resolution 21-78 as presented. Upon roll call the following voted in favor: O’Brien, Oakes, Tapia, Rico, Toppert, Almblade and Mulcahey. Motion carried.
RESOLUTION 21-79: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING APPROVAL OF THE LOW RESPONSIVE BID FROM HOLST TRUCKING, IN THE AMOUNT OF $7,800 PLUS DISCONNECT FEES FOR A CONTRACT AWARD FOR THE DEMOLITION OF THE PROPERTY AT 109 16TH AVENUE FOR THE CITY OF EAST MOLINE, ILLINOIS.
Motion will be considered after Closed Session.
RESOLUTION 21-80: A RESOLUTION OF THE CITY COUNCIL APPROVING THE PLAN COMMISSION RESOLUTION PC-2021-03 FOR THE PRELIMINARY AND FINAL PUD PLANS OF “THE QUARTER SUBDIVISION” PHASE 1 AND 2.
A motion was made by Alderman Mulcahey, seconded by Alderman Oakes, to approve Resolution 21-80 as presented. Upon roll call the following voted in favor: O’Brien, Oakes, Tapia, Rico, Toppert, Almblade and Mulcahey. Motion carried.
COMMITTEE-OF-THE-WHOLE (Alderman Rico)
Alderman Rico had no items for discussion, all items have been covered under the Consent Agenda, Ordinances and Resolutions.
CITY STAFF COMMUNICATION:
Each City Staff member present was given the opportunity to inform the City Council and those in attendance of events in their departments:
Ms. Brianna Huber, Director of Water Filtration - Ms. Huber congratulated Alex Thompson for receiving his Class C Operator’s License. Engineering Study will be put on hold until Spring 2022.
Mayor Freeman stated they have continued talks with the City of Silvis regarding the emergency water usage, information will be brought back to the City Council at a later date.
CLOSSED SESSION – 5 (ILCS) 120/2 (C) 1 “The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body or legal counsel of the public body”, 5 (ILCS) 120/2 (C) 6 “The setting of a price for sale or lease of property owned by the public body.”
RECESS SESSION:
A motion was made by Alderman Almblade, seconded by Alderman O’Brien, to recess the City Council meeting to go into the Committee-of-the-Whole meeting. Upon roll call the following voted in favor: O’Brien, Oakes, Tapia, Rico, Toppert, Almblade and Mulcahey. Motion carried. 6:43 p.m.
RECONVENE SESSION:
A motion was made by Alderman Almblade, seconded by Alderman Toppert, to reconvene to the City Council Meeting. Upon roll call the following voted in favor: O’Brien, Oakes, Tapia, Rico, Toppert, Almblade and Mulcahey. Motion carried. 7:31 p.m.

A motion was made by Alderman Mulcahey, seconded by Alderman Oakes, to request Mayor Freeman to bring back his plan for a new General Corporate Council Attorney for the City of East Moline by the November 15, 2021 City Council Meeting. Upon roll call the following voted in favor: O’Brien, Oakes, Tapia, Rico, Toppert, Almblade and Mulcahey. Motion carried.
