City of Moline Historic Preservation Commission met Nov. 8.

Introduction of Guests – Diann Moore and Jan Stoffer.

Approval of Meeting Minutes – October 11, 2021 – A motion by Commissioner Mizner and seconded by Commissioner Potter to approve the minutes. The minutes were approved unanimously.

New Business:

• Code revision suggestions by HPC to review buildings over 50 years prior to issuing a demolition permit: The Commission will re-introduce the original ordinance next year to the City Council.

• Historic Depot Clock - Work continues on on the design of the clock structure. On the back side of the clock structure there will be a 9 x 5 tile mural of the old train station with a Velie car. The structure will be placed where the current site directory is located. This is City land, but the question is who owns the directory sign and where can that sign be relocated on site. Commissioner Potter has talked with several council members and they have agreed with the Preservation Society location for the structure.

• Light poles outside of City Hall: Tully Legacy Company is almost completed that light fixtures and they should be ready to be installed soon.

• Moline Historic plaques - The commission would like to purchase 4 plaques at $208 per plaque. There is some money in our budget, but additional funds are needed. Staff will check if additional funds are available and get 4 plaques ordered. The plaques will be made by the same vendor that provides plaques for the Park Board.

• Caxton Block Building - No report.

• City of MIlls mural restoration - Bill Gustafson has done more repairs to the mural. His cost for the last repair was $550.27. A motion by Commissioner Potter and seconded by Commissioner Mizner to approve payment of $550.27 to Bill Gustafson from our account at The Moline Foundation. The motion was approved unanimously.

• Heritage Church site (sand bagging plaque) - City staff to find a new location.

• Possible landmarking of the Skelly Station on 820 5th Ave - Felix has invited the commission to visit the site at 10 AM on Wednesday November 10th and see what he has done. He has purchased a Skelly Pump and several other items. He continues to do research on the building so that it can be landmarked.

• 4th Avenue Fire Station - Construction will begin this week on a new roof.

• Form Based Code - Sean stated that a consultant selection will be made soon to work on the form based code. A form based code is a way to regulate development that controls building form first and building use second, with the purpose of achieving a particular type of place or built environment based on a community vision, This code will be used for the the area that will soon be developed under the old I-74 bridge.

• Certified local government grant to hire an outside firm to do a comprehensive Historic Survey of Moline structures - This year grants are due November 15. The commission discuss applying for a grant in 2022 for a portion of Moline. The last study was done about 1987 by Augustana. In the Spring the Commission should request funds from the City Council for this 70/30 grant.

• Sale of Gorden Memorial Church 1330 26th Street Moline - Commissioner Tidwell reported that no permits have been taken out on the property and there has been no transfer of the property since it was a Baptist Church.

Old Business:

• List of Moline’s historically and architecturally significant buildings inventory: Commissioner should continue working on the list of 50 year old plus building in Moline. After the meeting, Commissioner Mizner passed an updated list of properties.

• Inventory of salvaged architectural materials. - No report

Reports:

• Proposed Riverfront redevelopment: No report.

• David B. Sears recognition - Commissioner Ege has been asked by the River Action group to give another talk on David Sears.

• Main Street and Facade Improvement Program: The committee is still waiting for costs from Dick Farrell improvement projects for 1623-1631 5th Ave. The next meeting is November 18th.

• Downtown Heritage Tour - No report.

• Quad Cities Preservation Consortium: A meeting was held with a realtor about the importance of selling historic homes or homes in a historic district.

• Spiegel Building Redevelopment: No report

• Carnegie Library: Repairs are being done on the building.

• Old Post Office on River Drive: No report.

• Leedy Building Fire - No report, but work is being done on the building.

• The Rock Island Courthouse - No report.

• John Deere House - No report.

• Redevelopment of the Collector Center site - No report.

• Redevelopment of Ray’s Appliance site - No report.

• McKinley School and the Manual Arts Building - The owner of the property is currently meeting with the city on the disposition of the two properties.
