Here are the minutes provided by the committee:

The Committee of the Whole of the Rock Island County Board met on the above date and time in the County  Board Chambers on the third floor of the County Building;  

1504 Third Avenue, Rock Island, IL. Per section 7(e) of the State of Illinois Open Meetings Act, Members of the  County Board attended the meeting remotely, if they prefer. 

Call to order and roll call at 5:30 p.m. 

Members present: R. Morthland, M. Burns, M. Moreno, L. Burns, L. Moreno, C. Enburg, J. Deppe, P. McNeil, L.  Thompson, D. Adams. Chairman Brunk, A. Normoyle, E. Sowards, K. Swanson, E. Langon, R. Simmer, L. Boswell Loftin, J. Woods, D. Beck, D. Meilke, K. Bogdonas, B. Westpfahl 

Absent: D. Clevenger, D. Cremeens 

Public Comments  

Chairman Vyncke inquired three times for public comments. No response.

Condition of Funds Report 

Auditor Ms. Palmer reported on her condition of funds reports. She provided standard reports. She did share  that they have been able to get in the last of the 2020 Cures money from the state of Illinois for the Health  Department. She also shared that more funds of $237,700.00 have been approved and should be received shortly, which will go into the general fund. On the standard report H, the state of Illinois tax payment numbers  are still higher than last month and also in 2019. She states this is great news and this is what is keeping the  general fund growing little by little.

Chairman Vyncke took a moment to recognize our new Public Defender Hany Khoury, and welcome him to Rock  Island County 

The Committee of the Whole may entire into Closed Session for the following:  

• 5 ILCS 120/2(c) (1) – The appointment, employment, compensation, discipline, performance, or dismissal of specific  employees of the public body or legal counsel for the public body, including hearing testimony on a complaint  lodged against an employee of the public body or against legal counsel for the public body todetermine its  validity. 

• 5 ILCS 120/2(c) (2) – Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees. • 5 ILCS 120/2(c) (11) – Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is  probably or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the  closed meeting.

Committee Member opportunity for brief comment (no decisions will be made) 

Committee member E. Langdon shared that he will not be running for county board in the next election. Chairman Vyncke asked members to check their mailboxes in the administration office. Member P. McNeil asked about the possibility of resuming recycling, at the county level for the rural areas and is  wondering if there’s been any progress to report. Chairman Vyncke shared that RICWMA and Bi-State have been  looking into things but it will take some time to get this done. D. Beck shared that the city of Moline is looking  for someone to partner in recycling.
