Call to order and roll call

Chairman L. Burns called the meeting to order at 8:35 am

Members present: Chairman L. Burns, D. Adams, M. Burns, E. Langdon, R. Morthland, E. Sowards, B. Westpfahl, Chairman R. Brunk

Members Absent: D. Clevenger

Others Present: G. Thorpe, J. Boudi, J.Massa, A. Palmer, P. Luecke, R. Berger

Public Comment:

Chairman L. Burns made three calls for public comment. There were no requests for public comment.

Approval of the minutes from the November 8th, 2021 Public Works & Facilities Meeting

Reports to the Committee

J. Boudi reported they have completed the legal descriptions for the new county board districts. They are working with the County Clerks office to compile maps and other spreadsheets that will show the taxing districts and other information.

$22,324.00 was received in recorders fees for November, bringing the fiscal year total to $264,480.00. That’s $45,000.00 over his projected for the year.

G. Thorpe reported there were three Zoning Board cases with one being an appeal. For the month of November 2021 they had 69 total receipts for a net revenue of $22,564.00. The estimated value of work was $1,920,096. Compared to last year there were 111 receipts for $46,159.00 with an estimated value of $3,102,303. Year to date was down 1108 versus 1142, but fees were up by $550,000.00. Valuation of work was about $62 million in work done last year. There were 20 new residences with average square foot of 2061. Average price per square foot is $176.47.Bowling Township has 7 of the new homes.

Greg also mentioned that he is trying to use some budget money, and previous budget money to purchase a couple trucks. D. Adams asked if there’s anything local that could be purchased. Greg explained that vehicles are very hard to find and they go really quick. He has been working on this for about a year.

J. Massa reported that there’s been a delay in the underground storage tanks due to delay in getting some of the parts that are needed. Maintenance crews have been doing some aggregate shoulders, tarring, mowing, and getting plows ready. We have plenty of salt. They will be interviewing for the mechanics position. The candidate that was selected in October was unable to take the position due to personal reasons.

John also reported that they received a letter from Reynolds Cable, notifying that they are suspending their cable television services and shutting down services, which service our communities due to rising costs. B. Westpfahl asked if we have enough staff to handle the winter weather. John responded that we are able to do 12-13 routes with all trucks up and running.

Consider Highway Items

a. Consider Resolution Appropriating County Engineer’s salary, benefits and expenses J. Massa reported this is an annual thing. This allows the county to use motor fuel tax funds to help with some of these expenses.

b. Review and Approve Quotations for a Snow Plow Blade and Spreader

John reports this is for the F450 that was purchased in November. The low bid is from Bonnell Industries, Dixon, IL at $15,967.65. This was in the budget.
