Rock Island County Zoning Board of Appeals met Nov. 17.

Here are the minutes provided by the board:

The meeting was called to order at 9:02 A.M.

BOARD MEMBERS PRESENT: Acting Chairman Dennis Van Daele, James Boyd, James Coyne, Bob Brown, and Don Deloose

STAFF PRESENT: Phil Tunnicliff, Gregory Thorpe

A reading of procedures was handled by staff.

A motion was made to approve with the October 15, 2021 minutes. The motion was made by Mr. Brown, and seconded by Mr. Coyne. A voice vote was taken, motion carried.

CASE: AP-21-401

BRISCOE FINANCIAL APPEAL

The Rock Island County Zoning Board of Appeals will hold a public hearing at the request of BRISCOE FINANCIAL (owner – a corporation, President, Jason Briscoe, PO Box 771, Minooka IL 60447) to appeal the Zoning Administrators interpretation of the Rock Island County Code of Ordinances related to the use of a property in a R-1, Single Family Dwelling District, for transient occupancy. A request was made for a continuance until the December 15th meeting. A motion was made to proceed with the hearing by Mr. Brown and seconded by Mr. Deloose. The vote to proceed with the hearing was as follows: Acting Chairman Van Daele– Yes; Mr. Boyd – Yes; Mr. Coyne Yes; Mr. Deloose – Yes & Mr. Brown – Yes. Motion carried. After hearing testimony, a motion was made to table the request to allow the applicants attorney to submit as written brief to be reviewed by the Board, by Mr. Brown and seconded by Mr. Boyd. The vote to table the request was as follows: Acting Chairman Van Daele – Yes; Mr. Boyd – Yes; Mr. Coyne Yes; Mr. Deloose – Yes & Mr. Brown – Yes. Motion carried.

CASE: RZ-21-123

LORAN LASSUY REZONING

The Rock Island County Zoning Board of Appeals will hold a public hearing at the request of LORAN LASSUY (owner) to consider rezoning from AG-2, General Agricultural District to SE-2, Suburban Estates Medium Density District. There were objectors present. A motion was made to approve the request by Mr. Boyd and seconded by Mr. Deloose. The vote to approve the request was as follows: Acting Chairman Van Daele– Yes; Mr. Boyd – Yes; Mr. Coyne -- Yes; Mr. Deloose -- Yes & Mr. Brown – Yes. Motion carried.

CASE: RZ-21-124

JOEL GRAFTON REZONING

The Rock Island County Zoning Board of Appeals will hold a public hearing at the request of JOEL GRAFTON (petitioner) on behalf of the SONIA D GRAFTON SURVIVOR’S TRUST (owner) and MICAH & ARIANNA KURISCAK (owner) to consider a rezoning from AG-1, Agricultural Preservation District and SE 2, Suburban Estates Medium Density District to SE-1, Suburban Estates Low Density District. There were no objectors present. A motion was made to approve the request by Mr. Coyne and seconded by Mr. Deloose. The vote to approve the request was as follows: Acting Chairman Van Daele– Yes; Mr. Boyd – Yes; Mr. Coyne Yes; Mr. Deloose – Yes & Mr. Brown – Yes. Motion carried.

(The following Finding of Facts from October 15, 2021 were approved with a motion by Mr. Brown and second by Mr. Deloose. A voice vote was taken, motion carried.

The motion to adjourn was made by Mr. Coyne and second by Mr. Brown. A voice vote was taken, motion carried. Meeting adjourned at 10:39 a.m.
