Here are the minutes provided by the committee:

The Committee of the Whole of the Rock Island County Board will met at the above date and time in the County Board Chambers on the third floor of the County Building; 1504 Third Avenue, Rock Island, IL. Per section 7(e) of the State of Illinois Open Meetings Act, Members of the County Board may attend the meeting remotely, if they prefer.

Call to order and roll call at 5:30 p.m.

Public Comments

Chairman Vyncke inquired three times for public comments. No response.

Condition of Funds Report

Auditor Ms. Palmer apologized that due to unforeseen circumstances she has not completed the condition of funds report. She did share some that this month is the end of one fiscal year and the start of the new fiscal year, so it looks like two sets of reports for schedules A, B, C, D, and G. There is an overlap on revenues and expenses due to the timing of when goods or services were received. She shared that the general fund is trending at $15 million for fund balance. This does now include ARPA funds transferred from the ARPA account into the general fund, for items previously approved. That overall total was $4.7 million. She reported on schedule H (page 28) the state of Illinois tax payments are still trending much higher than prior years, in comparison to 2020 the tax dollars are $260,600.00 higher. This attributes to the general funds health at this point. Committee member R. Simmer asked if it’s possible to get a report as they had discussed in the past showing the spending of ARPA funds. Ms. Palmer stated that she will get with Ryan Berger to discuss and between them they can produce a report for the committee each month, to be included in the packet.

Staff Reports

Treasurer Ms. L. Ewert shared the sales tax is up, general fund looks good at $17 million today. Once the new tax season starts she hopes to get the Hope Creek Tax Anticipation Warrant paid off, late spring or early summer. Then they will start paying down all of the internal funds. All other reports are provided in the packet. States Attorney Dora Villarreal shared they are working very hard to get rid of their back log of cases as the Illinois Supreme Court is not stalling any cases.

The Committee of the Whole may entire into Closed Session for the following:

• 5 ILCS 120/2(c) (1) – The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body todetermine its validity.

• 5 ILCS 120/2(c) (2) – Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees.

• 5 ILCS 120/2(c) (11) – Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probably or imminent, in which case the basisfor the finding shall be recorded and entered into the minutes of the closed meeting.

Chairman Vyncke reminded everyone that in observance of Martin Luther King Jr. Monday January 17th the county offices will be closed.
