The Committee of the Whole of the Rock Island County Board met at the above date in the County Board Chambers on the third floor of the County Building; 1504 Third Avenue, Rock Island, IL. Per section 7(e) of the State of Illinois Open Meetings Act, Members of the County Board may attend the meeting remotely, if they prefer. The public may attend in person or call into the meeting by dialing 312-626-6799 and entering Meeting ID 942 592 50168 when prompted. Minutes as follow:

Call to order and roll call at 5:32 p.m.

Chairman Vyncke inquired three times for public comment. No Response.

Condition of Funds Report

Auditor Ms. Palmer shared her packets were uploaded as well as emailed to everyone. She has numbered the pages in red. She noted that on page 3 of her summary, Schedule H she has compared 2021 to 2022 and is pleased to report that it is still almost a quarter of a million dollars higher. Months April 2021-February 2022 are higher by about $4.35 million. She also pointed out Schedule J highlights the amount due to the general fund and other funds from Hope Creek. L. Moreno thanked Ms Palmer for numbering the pages as it makes it much easier to follow. Mr. Mc Neil asked for clarification on the ARPA funds, asking that we started with $13.8 million and now we have $8.5 million to spend before December 31, 2026? Ms. Palmer stated she’s just reporting the cash that we have on hand right now is about $8 million. Chairman Brunk clarified that there’s a difference between what the Board allocated in ARPA dollars and the planning. He stated that we have expenses that we have allocated for this current fiscal year. We do know that there are expenses that we do tend to allocate ARPA funds for the following year as well.

B. Westpfahl asked if any ARPA funds will be able to be used to help pay for fuel if needed, with the current rise in fuel costs? Chairman stated that may be something that we have to look at down the road. It would depend on the condition of the funding systems, themselves.

Staff Reports

Treasurer, Ms Ewert shared per her reports, the interest received in February is higher as we have more money to invest this year compared to prior years. She reported that the supplemental sales tax for December 2021 was $433,877.84, which compared to last year is up approximately $100,000.00.

The Committee of the Whole may entire into Closed Session for the following:

• 5 ILCS 120/2(c) (1) – The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body todetermine its validity.

• 5 ILCS 120/2(c) (2) – Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees.

• 5 ILCS 120/2(c) (11) – Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probably or imminent, in which case the basisfor the finding shall be recorded and entered into the minutes of the closed meeting.

Committee Member opportunity for brief comment (no decisions will be made)

B. Westpfahl commented the county sheriff’s department is the only 911 defense that people in the rural area has. He hates to see anyone go to another community after we spend the money to train them. Stating that’s the most expense to an employer is to train people

L. Moreno shared that March 8th was International Women’s Day. He thanked the women on the Board and the women that work for the county for doing what they do.
