Here are the minutes provided by the committee:

The Committee of the Whole of the Rock Island County Board will met at the above date and time in the County Board Chambers on the third floor of the County Building;

1504 Third Avenue, Rock Island, IL. Per section 7(e) of the State of Illinois Open Meetings Act, Members of the County Board may attend the meeting remotely, if they prefer. The public may attend in person or call into the meeting by dialing 312-626-6799 and entering Meeting ID 942 592 50168 when prompted.

Call to order and roll call at 5:32 p.m.

Condition of Funds Report

Auditor Ms Palmer shared on page 3 is her summary. On Schedule H she has compared 2021 to 2022 and reports that revenues continue to come in higher than the prior year. Months April 2021 to March 2022, is about $5.7 higher than the prior year. She reports that the general fund (without ARPA) increased for FY21 almost $8 million dollars.

She reports that next month we will see an increase in expenses due to the FOP 61 contract being settled. The wages due from the contract settlement will be approximately $183,000.00.

Member R. Simmer asked if the timeframe that auditors reports are sent for review is within the OMA guidelines? Ms Palmer replied that her report is a standing item on the agenda, so she believes we are covered there.

Representatives from Johnson Controls presented an overview for the project of the County Office building, and answered questions from the committee members.

The Committee of the Whole may entire into Closed Session for the following:

• 5 ILCS 120/2(c) (1) – The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body todetermine its validity.

• 5 ILCS 120/2(c) (2) – Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees.

• 5 ILCS 120/2(c) (11) – Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probably or imminent, in which case the basisfor the finding shall be recorded and entered into the minutes of the closed meeting.

Member E. Sowards shared the Rock Island Police Benevolent is having a taco dinner, dance, with door prizes and silent auctions on April 23rd.

Member P. McNeil shared appreciation of seven county board members attended the Project Now briefing by Dwight Ford.

Member L. Moreno shared that May 14th is the auto auction at Arrowhead Ranch.

Chairman Brunk reminded members to check their mailboxes in the administration office on a regular basis. Adjourn at 6:33 p.m.
