City of East Moline City Council met July 18.

Here are the minutes provided by the council:

PLEDGE:

Mayor Freeman led the City Council and all those present in the Pledge of Allegiance to the Flag.

ROLL CALL

Mayor Freeman called the meeting to order and directed City Clerk Wanda Roberts-Bontz, to call the roll. The following Alderpersons were present: Gary Almblade, Nancy Mulcahey, Jayne O’Brien, Rhea Oakes and Maria Tapia. Absent: Jose Rico

CITY CLERK’S REPORT

City Clerk Roberts had no items for discussion.

ADDITIONS/CORRECTIONS TO AGENDA:

None

Alderperson Rico arrives at 6:32 p.m.

CONSENT AGENDA:

City Clerk Wanda Roberts-Bontz read the Consent Agenda that included the following:

a. Approval of the City Council Minutes of July 5, 2022.

b. Approval of the Committee-of-the-Whole Minutes of July 5, 2022. PULLED

c. Approval of Salaries of July 8, 2022, in the amount of $431,677.97.

d. Approval of Overtime of July 8, 2022, in the amount of $30,285.42.

e. Approval of Bills in the amount of $613,808.82.

A motion was made by Alderperson Oakes, seconded by Alderperson Mulcahey, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Almblade, Mulcahey, O’Brien, Oakes, Tapia and Rico. Motion carried.

REPORT BY MAYOR

Mayoral Appointment

Kenneth L. Porter, fill the vacancy as the Ward 1 Alderperson until April 4, 2023 Consolidated Election.

A motion was made by Alderperson Almblade, seconded by Alderperson Mulcahey, to approve the Mayoral Appointment of Kenneth L. Porter to Ward 1 Alderperson. Upon roll call the following voted in favor: Almblade, Mulcahey, O’Brien, Oakes, Tapia and Rico. Motion carried.

Police Department Promotions

Mayor Freeman deferred the floor to Chief Ramsey to proceed with the presentation ceremony.

Chief Ramsey read the following Ceremonial Promotional Proclamation:

The East Moline Police Department has reposed special trust and confidence in the Patriotism, Valor, Fidelity and Professional Excellence of:

JASON KRATT, KYLE SCHULTZ AND MIKE HODSHIRE

In view of these qualities, as well as their demonstrated leadership and tactical competence, and their dedicated service to the citizens of The City of East Moline, they are therefore promoted to the ranks of CAPTAIN, LIEUTENANT AND SERGEANT, RESPECTIVELY.

This given under my hand in The City of East Moline, County of Rock Island, State of Illinois, is effective on the 26th Day of June Two-Thousand – Twenty-Two.

ORDINANCES – 1st Reading

ORDINANCE 22-13: AN ORDINANCE OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING A COMPREHENSIVE UPDATED VERSION OF STOP AND YIELD STREETS WITHIN THE MUNICIPAL CODE (SEC. 9-5-3) FOR THE CITY OF EAST MOLINE, ROCK ISLAND COUNTY, ILLINOIS

ORDINANCES – 2ND Reading

ORDINANCE 22-12: AN ORDINANCE OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING A COMPREHENSIVE UPDATED VERSION OF TOBACCO ORDINANCES (3-21-6, 6-3-49, 6-3-50) OF THE CITY CODE FOR THE CITY OF EAST MOLINE, ROCK ISLAND COUNTY, ILLINOIS

A motion was made by Alderperson Almblade, seconded by Alderperson O’Brien, to approve Ordinance 22-12 as presented. Upon roll call the following voted in favor: Almblade, Mulcahey, O’Brien, Oakes, Tapia and Rico. Motion carried.

RESOLUTIONS

RESOLUTION 22-44: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, AUTHORIZING AN AGREEMENT WITH GREATER METROPOLITAN AREA HOUSING AUTHORITY (GMAHA) FOR COMMUNITY ORIENTED POLICE OFFICER (COP) SERVICES

A motion was made by Alderperson O’Brien, seconded by Alderperson Almblade, to approve Resolution 22-44 as presented. Upon roll call the following voted in favor: Almblade, Mulcahey, O’Brien, Oakes, Tapia and Rico. Motion carried.

RESOLUTION 22-45: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST MOLINE, ILLINOIS, APPROVING THE HIRING OF A REPLACEMENT POLICE OFFICER

A motion was made by Alderperson O’Brien, seconded by Alderperson Mulcahey, to approve Resolution 22-45 as presented. Upon roll call the following voted in favor: Almblade, Mulcahey, O’Brien, Oakes, Tapia and Rico. Motion carried.

COMMITTEE-OF-THE-WHOLE (Alderperson Rico)

Alderperson Rico had no items for discussion, all items have been covered under the Consent Agenda, Ordinances and Resolutions.

CITY STAFF COMMUNICATION:

Each City Staff member present was given the opportunity to inform the City Council and those in attendance of events in their departments:

ADJOURNMENT:

A motion was made by Alderperson Almblade, seconded by Alderperson O’Brien, to adjourn the City Council meeting. Upon roll call the following voted in favor: Almblade, Mulcahey, O’Brien, Oakes, Tapia and Rico. Motion carried. 6:48 p.m.
